From January to August, the auditors of the High State Control have determined that the negative effect on the state budget from the institutions passed through the "sieves" is 19.4 billion ALL or 182 million euros. This effect is divided into two parts, where first the economic damage is estimated with a value of 4.78 billion ALL and the ineffective management of funds, which is calculated at 17.7 billion ALL.
"During the period January - August 2023, 424 recommendations were given on findings with negative effects on the state budget, for a total value of 19,496,811 thousand ALL, of which: economic damage estimated at 4,780,006 thousand ALL, and ineffective management of funds in the amount of 14,716,805 thousand Lek. About 99.8% of the financial effects resulting in economic damage* in the state budget, was ascertained in the field of expenses (4,771,768 thousand ALL) "the bulletin states.
According to the conclusions drawn by the auditors, it turns out that Albpetrol is at the head of the institutions that have the biggest damage.
"Around 63% of the total expenses is taken by the value of 3 billion lek ascertained in the entity Albpetrol SHA Patos, as a result of the obligations that the concessionaire companies have towards the company for the energy sold/billed with and without contracts.
About 29% of the total expenses, or ALL 1.36 billion, was found again in the entity Albpetrol SHA Patos, as a result of the maturity of penalties and late interest for non-payment of electricity by the company Bankers Petroleum; about 4% of the total expenses are occupied by the values in "Expenditures for salaries and bonuses", in the amount of 179.5 million ALL, ascertained as in AlbPetrol SHA Patos, as a result of late payment of fines and interest related to social and health insurance obligations as and the benefit of rewards for its members unfairly; about 3% of the total expenses belong to the item "Expenses in procurement procedures and implementation of works" in the amount of 131.2 million ALL, where the following entities are listed: AKSHI - 18 million ALL, UKT SHA - 15.4 million ALL, Albpetrol SHA Patos - 14.1 million ALL , and Hekurudha Albanian JSC - 10,786 thousand ALL," the bulletin states.
Meanwhile, as regards the ineffective management of funds, the auditors find that the total value of 14.7 billion ALL was found in several areas, firstly in the income with about 3.72 billion ALL (or about 25% of the total) where we single out the value of 2.3 billion lek (or about 63% of the total income with a negative impact) as a violation of tax legislation in 21 local self-government units
Similarly, in the field of expenses of 10.9 billion ALL (or about 75%), as a result of violations of budget discipline related to the liquidation of expenses, mismanagement of programmed funds or lack of control in the implementation of procurement procedures not in accordance with the legal framework ./ Monitor
