The BIRN and Der Spiegel investigation raises constitutional, legal and political questions about the role of Jörg Heskens, who advises Serbian President Aleksandar Vučić while being funded by the German government.
Jörg Heskens has been advising Serbian President Aleksandar Vučić for 13 years, while his salary is covered by the German government, raising a number of constitutional, legal, political and security issues.
This is revealed by a joint investigation by BIRN and the German magazine Der Spiegel, which brings details on Heskens' engagement from 2020 to the present. The documents shed light on confidential meetings, plans for the "Jadar" mining project before and after its suspension, as well as the funds that Germany allocated to support the mining sector during the period of student protests in Serbia.
" I call him 'my German', while he calls me 'my wild Serb'. That's how we exchange compliments ," Vučić declared in February 2023 during the inauguration of the German company Continental's factory in Novi Sad, describing the relationship with Heskens, his advisor on German investments.
Heskens is considered one of Vučić's longest-serving associates, advising him continuously since September 2013.
He initially advised Vučić when he was Minister of Defense and Deputy Prime Minister, then during his term as Prime Minister, and, after the 2017 presidential elections, he followed him to the Presidency of Serbia, where he continues to exercise this role.
According to research by BIRN and Der Spiegel, based on documents obtained from German institutions through the law on access to public information, Serbia during Vučić's government has transformed into an economy that functions for German industry, while German authorities have seen the Serbian president as a partner with whom economic projects can be directly negotiated.
" In this function, he (Heskens) contributes greatly to the direct representation of the interests of the German economy to Vučić ," says a preparatory document from June 2020, to which BIRN and Der Spiegel have had access.
