The Trump administration is considering sweeping changes to the Foreign Service, including how the State Department vets and deploys its career diplomats.
The Trump administration has said it will soon make sweeping changes to the US State Department, according to a draft executive order that lays out a "reorganization" of the country's diplomatic service.
The 16-page draft order, which is undated but appears to be prepared for President Donald Trump's signature, would dramatically overhaul the department if approved - closing US embassies in South Africa and eliminating offices working on issues such as democracy and human rights, as well as international organizations such as the United Nations.
The order also details a review of the process for selecting and training US diplomats.
According to the order, the changes aim to " streamline mission distribution, project American force abroad, cut waste, fraud, abuse, and align the Department with an America First Strategic Doctrine that reflects the priorities of the Executive Branch ."
The draft executive order proposes eliminating all “non-essential embassies and consulates in sub-Saharan Africa” and consolidating regional offices around the world.
- The Foreign Diplomatic Service enters vetting
The Trump administration is considering sweeping changes to the Foreign Service, including how the State Department screens and deploys its career diplomats. A draft executive order, obtained by the Federal News Network, proposes major consolidation and downsizing of Foreign Service offices and calls on Foreign Service officers to adhere to the administration's foreign policy goals.
The draft EO outlined a new "Strategic Cohesion Doctrine," in which all State Department employees are expected to "professionally implement the President's foreign policy priorities."
“Staff have the right to hold different personal views as long as they do not interfere with professional conduct that remains consistent with the Department's expectations during official service both on and off duty ,” the draft EO states.
Administration officials often circulate draft executive orders to solicit feedback from experts and go through rounds of modifications before being signed by the president. While some provisions may not make the final cut, publicly released executive orders usually bear a close resemblance to previous drafts. The draft executive order gives the State Department until October 1 to complete most of these changes.
Current Foreign Service officers and qualified Civil Service employees will have an option to separate from the agency through a program which will remain open until the end of the fiscal year.
Rubio told lawmakers during his confirmation hearing that the State Department needed major reforms to become "relevant again" and that parts of its geopolitical mission had been given to other agencies.
The draft EO calls for the elimination of all “non-essential embassies and consulates” in sub-Saharan Africa. It also calls for the elimination of several department offices — including the Office of Global Women’s Affairs, the Office of Foreign Assistance, the Office of the Undersecretary for Arms Control and International Security, and the Office of the Undersecretary for Civilian Security, Democracy, and Human Rights.
According to the draft EO, the State Department will also create a new Government Efficiency Division (GED) overseen by the Office of Personnel Management, "to ensure that spending allocations are balanced and costs are cut where possible."
"No new office, division, or staff expansion may occur without the approval of the GED ," the draft executive order states.
- A new doctrine
The draft EO outlines a new “Strategic Cohesion Doctrine,” in which all State Department employees are expected to professionally implement the President’s foreign policy priorities.
The EO draft emphasizes that the new policy does not infringe on any employee's private political beliefs or freedom of expression outside of their official duties, nor does it "require ideological conformity beyond the execution of assigned responsibilities in a manner consistent with the lawful, nonpartisan, and strategic delivery of foreign policy, as directed by the White House."
For more than 50 years, career diplomats have been able to offer criticism and feedback to department heads through its “dissent channel.” These communications are kept confidential and are not shared outside the Foreign Service.

Foreign Service officers, however, are eligible to receive a "post of choice" tour anywhere in the world after serving a one-year term in a hazardous duty position. A one-year post-hazard tour will count toward the department's new three-tour minimum before working in a new region.
The draft EO would also require Foreign Service candidates to choose which geographic locations they would like to serve in before joining the agency's diplomatic ranks.
The Foreign Service, under these changes, would remove candidates if there were no vacancies for their preferred regions. However, the draft EO states that candidates will be able to reapply for the next selection cycle to be held every six months, "without any penalty or prejudice to future consideration."/ Pamphlet
