
Ukrainian President Volodymyr Zelensky has presented a plan that he believes would turn the tide of the war in favor of Kiev, and could end the conflict with Russia as early as next year.
In a speech before the Ukrainian Parliament on October 16, Zelensky called for "partners to lift restrictions on the use of long-range weapons throughout the Ukrainian territory occupied by Russia, on Russian territory and on the military infrastructure of the enemy", and to offer help in "supplying the reserve brigades".
In the five-point "Victory Plan", he rejected the possibility of dismemberment of Ukrainian territory, and called for Kiev to be invited to join the NATO military alliance, and for Kiev to equip with a strategic non-nuclear deterrence package.
The Ukrainian leader has said that he will present the details of the plan on Thursday at a summit of the European Union, which will be held in Brussels.
He said that he discussed the plan with the leaders of the United States, the United Kingdom, France, Italy and Germany.
The Kremlin spokesman, Dmitry Peskov, said that Ukraine should "come up", and accused Zelensky of only "disguising" an American plan.
Moscow openly opposes Ukraine's membership in NATO, and uses such a possibility as a pretext for starting the war in Ukraine in February 2022.
Kiev has been waiting to get an answer on the plan at a meeting that was scheduled to be held at the Ramstein base in Germany last week, but the meeting was postponed because US President Joe Biden canceled the trip due to Hurricane Milton.
Zelensky has said he expects answers to the plan before the November 5 presidential election in the United States - the country that provides the most financial and military support to Kiev - as a victory for Republican candidate Donald Trump could dilute Washington's support.
Zelensky's announcement comes as Russia continues to increase pressure on Ukrainian cities and infrastructure, and as the Russian military advances on the key town of Pokrovsk.
