Another 3.1 hectares of green hills in Farka, above Tirana's Dry Lake, will be concreted over by a complex of 15 towers, each with 9 floors above ground and 3 floors underground, eliminating one of the last green spaces left in that area.

According to the decision of the National Council of Territory and the Agency for Territorial Development, these towers will be built by the company "Bega 07" sh.pk, owned by Arben Muçobega from Tepelena, known as a builder with close ties of interest to Minister Mirela Kumbaro.

The connections between Kumbaro and Arben Muçobega, according to various sources, were established in early 2015, through an introduction made by the former chairman of the Gjirokastër District Council, Sulo Muçobega, a relative of the builder and for 11 years the regional director of Vocational Training in Gjirokastër.

Until 2015, the company "Bega 07" had modest activity in the field of repairs and minimal profits in the village of Çlirim in Fier, where it was established in September 2007.

But after connecting with the minister known for managing land issues and tourism development, the company began to rapidly obtain construction permits for hotels, palaces, towers and resorts in Tirana, Durrës, Vlorë, Himara, Saranda and Ksamil, as well as to acquire state-owned land and properties for construction developments.

All construction permits that the National Territorial Council and the Territorial Development Agency have granted to the company "Bega 07" during the years 2015-2025, often even with accelerated procedures, include the signatures and approvals of Mirela Kumbaro, accompanied by the relevant relations as Minister of Culture, Environment and Tourism.

So many projects were approved for Arben Muçobega's company over the years that a logical question arises.

How can a company with a declared annual turnover of 1.6 to 5 million euros and with declared profits of 100 thousand to 440 thousand euros per year, make investments in residential construction, hotels, shopping centers and resorts with a claimed total value of hundreds of millions of euros?

This is an issue that deserves institutional investigation and verification.

The question that naturally arises is: is the influence of Minister Mirela Kumbaro in favor of the builder Arben Muçobega behind the project of 15 towers in Farka?

This suspicion is also added by the fact that the company advertised the start of works on the "Centaurea" complex as early as May 2025, while it received the official construction permit in April 2026.

It is also no coincidence that the company "Bega 07" has been continuously promoted at tourism fairs organized by the Ministry of Tourism in Albania, Greece, Germany and Italy, presenting itself as one of the leading companies in tourism developments.

Meanwhile, with environmental, archaeological, and cultural heritage permits that have been opposed by various activists and experts, the company "Bega 07" received approvals for major developments even in sensitive coastal areas.

One of them is the "The Concave" resort, planned on about 11 hectares near Porto Palermo Bay, near Llamani Beach, an area known for its natural and touristic values.
