And as if the state permission to usurp the sea was not enough, the scandal is the fact that Edi Rama gave this permission for the construction of the hotel to Artur Shehu, the leader of the gang that stole nearly 600 hectares of state and private land in Vlora and Himarë. by falsifying property deeds, Law 7501 taps, court decisions, inheritance deeds, sale-purchase deeds and mortgage certificates.
Prime Minister Edi Rama has given the permit for the hotel inside the sea to the company "Adhenis", which is 100% owned by Artur Shehu, created on March 23, 2020, represented by Special Power of Attorney by Leonard Bisaj, an active part of any crime and land theft that Artur Shehu did.
But who is Artur Ramis Shehu, changed his name to Genc Shehu and fled to Florida-USA?
He is the leader of the murders, kidnappings, trafficking and robberies of 1997 in the Vlorë-Fier area; leading part of the criminal activity of the Italian Albino Prudentino, one of the bosses of the "Sacra Corona Unita" mafia clan, which turned Vlora and Tirana into gambling money laundering centers.

Prandaj prej drejtësisë shqiptare, nuk po kërkohet arrestimi dhe ekstradimi i tij nga SHBA, ndërkohë që ka dosjen edhe penale për pastrim parash në Shqipëri e Itali, si pjesë e klanit mafioz “Sacra Corona Unita”.
Në muajin maj 2018, mediat italiane dhe Organizata Ndërkombëtare e Raportimit të Krimit të Organizuar e Korrupsionit; Artur Shehun e ka quajtur “Krye gangsteri i grabitjes së tokave në bregdetin e Vlorës dhe i pastrimit të parave me mafien italiane, i lidhur me drejtuesit e lartë politikë të Shqipëri dhe i mbrojtur prej tyre”.
Ai është aq i pasur prej të ardhurave nga tokat e vjedhura, sa ka paguar edhe disa media, policinë e drejtësinë, që të përhapin lajmin sikur ka marrë shtetësi amerikane qysh në muajin maj 2001.
Por në Prokurën e Posaçme nr. 203, datë 12 gusht 2016, të hartuar para noteres Majlinda Përnoci, ai deklaron se është vetëm shtetas shqiptar dhe me banim të përkohshëm në SHBA.
