One of the local government leaders under investigation by SPAK is the Mayor of Kamza, Rakip Suli. He was reported in February and September 2023 for corruption in tenders, forgery of documents, theft of funds and assets in collaboration, also supported by the report of the Albanian Supreme Audit Office.
Corruption is not simply a moral violation, but a bargaining relationship where both parties benefit: the government official who awards the tenders and the beneficiaries who receive the contracts through fictitious competitions, financial favoritism, and pre-determination of the winner, often in return for bribes.
For these actions, in February 2023, Rakip Suli was reported with evidence and placed under investigation by SPAK. On September 11, 2023, a group of Kamza residents filed another criminal report with new evidence for corruption and fraud in public investments, such as schools, roads, water supply, kindergartens and apartments rebuilt after the earthquake.
However, the two investigations, merged into one file due to the similar subject matter of the charges, were not conducted in accordance with the Criminal Procedure Code. The deadline for the preliminary investigation and criminal proceedings has passed over 20 months, and the case has not gone to court.
The accusing parties have requested clarification from SPAK, but have not received any information on the progress of the investigation. The institution's internal affairs indicate that the mayor is being defended by Altin Dumani in agreement with four SPAK prosecutors.
Rakip Suli's file contains evidence of corruption and theft worth 26 million euros: 20 million euros of abuses in tenders and auctions, while 6 million euros are related to rents and the 3% share of construction areas for social housing that were not taken from construction companies.
Mayor Suli was summoned to SPAK on May 3 and November 6 and 8, 2023, but the case remains pending and he continues to abuse public assets. There has been no criminal decision against him for more than two years, and SPAK has not provided any information about the progress of the file, although the media and citizens have asked about this on the institution's official website.
The investigation process for Rakip Suli is kept so secret that it is not known who the prosecutor in the case is, even though the law requires the publication of data on the accusation and the articles on which it is based. The file is not expected to go to court before December 15, 2025, when Altin Dumani's mandate as head of SPAK ends./ Pamphlet
