The year 2025 was undoubtedly the year of SPAK. The Special Prosecution Office showed determination in the fight against organized crime and corruption, hitting names at very high levels in both politics and crime.
Regarding the anti-corruption fight, the most sensational developments were the arrest of Mayor Erion Veliaj and the indictment of Deputy Prime Minister Belinda Balluku.
As for crime, there were several actions, the most sensational of which was in Durrës, hitting the group of troplins. But the year 2026 is also expected to be the year of the Special Prosecution. This year SPAK will have a new leader and now Klodian Braho will be seen whether he will follow Dumani's pace, or will be more moderate.
But what are the sensational files that SPAK has in its hands and are developments expected?
One of the largest files is that of “January 21”. So far, SPAK has questioned important figures, including former Prime Minister Sali Berisha and former Interior Minister Lulzim Basha. Witnesses, representatives of the Guard or the police have also been questioned. During 2026, SPAK is expected to move towards closing the investigations and it will remain to be seen whether there will be charges against those who ordered the murders on the boulevard.
Another file that has been dormant for nearly 4 years is that of the affairs at the weapons dismantling point in Gërdec. Former Defense Minister Fatmir Mediu was taken to court for the explosion that claimed 26 lives and the trial for him continues. But SPAK opened a new investigation related to the trafficking of cartridges. The name that has often been accused of being involved in this process has been Shkëlzen Berisha, the son of Sali Berisha. But SPAK has not been able to concretize this file. Another very sensational file is that of “McGonigal”. In the US it was confirmed that former FBI agent Charles McGonigal has received money from several individuals connected to the government. SPAK has sent a letter of formal notice, but the answer has not yet come.
Another file that is expected to have many developments is that of the abuses of IPARD funds. For more than 2 years, SPAK has been investigating the abuses of EU funds for agriculture. It was OLAF that submitted a file with evidence to SPAK, where the main accused is Frida Krifca, director of the Agricultural and Rural Development Agency at the time the abuses occurred. So far, Krifca has not been hit in the foot, but developments are expected.
Concrete accusations are also expected regarding the abuse of the privatization of military properties and especially the Limion Port in Saranda. Former Minister of Defense, Olta Xhaçka, was questioned by SPAK a few days ago and it is likely that the investigation is nearing completion and Olta Xhaçka is undoubtedly the main person at risk.
Developments are also expected regarding concessions in healthcare or abuses in local government.
During 2025, for the first time SPAK went to the oligarchs. Many well-known businessmen appear in several abuse files and SPAK has conducted checks. Some businessmen have been taken into custody in the "Veliaj" or "Malltezi" cases, but it is expected that "big" names will be hit next year.
