Gaci, as he is known in Shkodra, is not the only one at "Luigj Gurakuqi" University, which is teeming with mediocrity and party delegates.
The reform for the election of deans and heads of departments is running into a wall of nepotism, mediocrity, and direct threats from the old political clans installed in the university. At the head of the revolt: Dean Gasper Koka, feudal lord of the parties and owner of a blackmail television station.
The University of Shkodra, a year ago, managed, with difficulty, to hold its first elections that were lost by political and mafia gangs.
The elected rector, Tonin Gjuraj, has given the most important institution in the north a vibrant pulse, causing a real revolution. Talented students and young scientists have begun to bring to the ruins of the 34-year-old partitocracy, projects and ideas that can turn "Luigj Gurakuqi" into a modern scientific pole not only of Albania, but also of the region.
The reform has just begun, but in order to move to another phase, the second step must be taken, the election of deans and heads of departments. A step that seems more difficult than the storming of the Bastille in the French Revolution. Since worse than in 18th century France, gangs of the old party-cratic regime linked to politics and crime have been installed in Shkodra.
One of these representatives is Gasper Koka, the dean of the Faculty of Law, who a year ago attempted to elect a relative of his as rector.
Koka is known to the public not as a lawyer, but as a former member of Sali Berisha's CEC; as a bad beer producer in Shkodër, helped by the Sali Berisha and Edi Rama regime; as the dean of the Faculty of Law, without any academic credentials to lead, and as the owner of a local media outlet, which operates in three areas: death announcements, wedding and circumcision congratulations, and political rallies. Oh, yes, for a while they also had a monopoly on running the DP in Malësia e Madhe.
In short, Gasper Koka is a type of medieval feudal lord, who the next "karamahmuts" have appointed taxi drivers, leaving him with the tax collection commission.
Gaci, as he is known in Shkodra, is not the only one at the "Luigj Gurakuqi" University, which is teeming with mediocrity and party delegates. There are MPs there, or rather former MPs who run "cathedrals" of science such as the Geography department of Mahir Hoti, Nevila Dibra or Nevila Sokoli; there are illiterate people who run the "basilica" of Language and Literature where "Patriarch" Jup Kastrati and his great friends were.
Then there are scandalous departments, established according to political logic, such as journalism or nursing, which have not produced a single good journalist or nurse.
It is these monsters of the old regime who are blocking the processes at the University to freely elect new deans and heads of departments.
At every meeting, Gasper Koka, who heads the Faculty of Law, openly threatens and blackmails the rector, Tonin Gjuraj, with the most scandalous words. When a lawyer, he must use the law.
And what's worse, TV Rozafa, owned by Gaci, publishes the full psychic torrent of the effendi, to show how much power the head of the law faculty has. Who can't list one of his students who has reached a high level in life, because they called the Law School in Shkodra "The Party School". Some kind of police chief who didn't have a high school education, but got a higher education anyway.
Looking at the images of TV Rozafa, where its owner, who is also the dean of justice, threatens the rector, at least the police should have arrived there and arrested the dean.
First, for the open blackmail and, second, for the terrible conflict of interest, where a dean can even have a media outlet that he can use as an axe to collect taxes for his "Karamahmut".
Gasper Koka and his henchmen at "Luigj Gurakuqi" have been vegetating for 34 years without giving anything, but the most terrible thing is, they have "spawned" sons, daughters, nephews, nieces, daughters-in-law and lovers there who have been appointed lecturers, to have them as a voting body for university elections. A nepotistic, but also criminal body that Tonin Gjuraj has been fighting for a year, even having politics against him.
Will Shkodra allow itself to return to the medieval horror of the "karamahmutes" and their knights? This would be fatal, especially for the younger generation that has begun to hope for Shkodra thanks to the work of Mayor Beci. Who does not have to deal with big politics, but rather block the gangs at the university as he did in Dajlan. Even more so than with the university than with Dajlan.../ Pamphlet
