The sterilization concession file is not what it seems. Hundreds of articles have been written, broadcasts and conferences have been held, various dates have been exposed and half-truths have been told, but no one has spoken to date about this contract, which I am thinking of referring to SPAK, just as I sent the Arben file Ahmetajt, since SPAK does not have good relations with the investigation mainly.
On January 15, 2020, before the New Year's Rooster was well digested, the Ministry of Health headed by Ogerta Manastirliu and represented by the General Secretary Geraldina Prodani, changes the contract with the sterilization service company SaniService, providing for the expansion of the service and cost increase for the state budget.
Amending the concessionary contract of 2015, Ogerta Manastirliu, through her representative, Geraldina Prodani, foresee that the SaniService company can offer surgical sets beyond the ceiling defined in the contract, 63 thousand operations per year, applying a discount of 25% of the price for any service with equipment for operations beyond the number 63 thousand.
In the amended contract, this change is argued with the effectiveness of the sterilization concession as well as the need to increase the service.
So, according to Manastirli, the concession had borne fruit and as such should be expanded. This intervention in the contract has increased the cost and the bill for the state budget, a product of Albanian taxes.
Meanwhile, Ogerta Manastiriu also allowed the embezzlement of 7 million euros in 2018, through the use of high-level sets of surgical equipment worth 140,000 Lek instead of 3,000 Lek sets of equipment for removing pegs, changing bandages for wounds, any modest cuts, etc.
Ilir Beqaj left as Minister of Health on March 12, 2017, when the number of operations was about 4 thousand under the provision of surgical equipment service by the concessionary sterilization company.
Today, the number of operations has reached over 400,000.
On March 16, 2017, Erion Manohasa, then Director General of the Mandatory Health Care Insurance Fund, notified QSUT through a letter that the high-end and expensive sterilization service should be extended beyond operating rooms, covering any ambulatory material sterilized by steam or low temperature, used for wound treatment, bandage change, light cuts, etc.
So, the paperwork consists of using the sterilization service both for an operation in the room and to remove some pen or change a wound, increasing the cost. Specifically, the equipment sets would be used both in and out of operating rooms.
The sterilization contract provided for 5 types of services.
1. Instrumentet e sterilizuara për ndërhyrjet me kompleksitet të lartë, me vlerë rreth 400 mijë lekë për paketim.
2. Instrumentet e sterilizuara për ndërhyrjet me kompleksitet të mesëm me çmim 220 mijë lekë të vjetra për paketim.
3. Instrumentet e sterilizuara për ndërhyrjet me kompleksitet të ulët me vlerë 140 mijë lekë.
4. Paketimet me avull, për ndërhyrje minimale jashtë sallave të operacionit, me vlerë rreth 3 miljë lekë ose 3 USD.
5. Paketimet me temperaturë të ulët për ndërhyrje minimale jashtë sallave të operacionit, me vlerë rreth 10 mijë lekë ose 10 USD.
Urdhëri i Manohasë parashikon që nivelin 3 me kosto 140 mijë lekë të përdorej në vend të nivelit 4 për ndërhyrje minimale me kosto 3 mijë lekë të vjetra.
Në vend që të paguhej 3 USD për paketim, paguhej 140 USD për paketim sepse mjekëve u ndalohej të përdornin paketimet me avull dhe ato me temeperaturë të ulët nga urdhri i Manohasës.
Në 15 gusht 2018, pra 18 muaj më vonë, drejtori i ri i Fondit të Sigurimit të Detyrueshëm të Kujdesit Shëndetësor, Eduart Ahmeti hodhi poshtë shkresën e Manohasës të marsit 2017, që rriste koston e shërbimit.
Eduart Ahmeti urdhëron që setet e pajisjeve për të tre shkallët e kompleksiteteve (të lartë, të mesëm dhe të ulët) të përdoren vetëm në sallat e operacionit, për shkak të kostos. Nuk ka logjikë që një set me vlerë 140 mijë lekë të përdorej, për shembull, për të hequr penjtë apo mjekuar një plagë.
Kjo manovër e Manohasës ka sjellë një kosto shtesë prej 7 milionë eurosh.
During the consumption of this abuse, Ogerta Manastirliu was in charge of the Ministry of Health, who put her "head in the sand", at least abusing her duty.
