The tender for the first Lot in the supervision of the reconstruction of health centers in Tirana and Durrës was won by Dricons company for 672 thousand ALL. SPAK says that the general secretary of the Ministry of Health received 330,000 ALL in bribes, i.e. almost 50 percent.
How is it possible that a business pays half the value of a public contract as a bribe? How can the company do the work, pay the salaries and then pay the taxes to the state by giving bribes for half of the income? Theoretically this is impossible. But practically there are 3 possibilities.
The first option is that the value of the limit fund was inflated by 300 percent over the real cost. So the real cost of the supervision was not 800,000 Lek as the limit fund of the tender was set, but 250,000 Lek.
The second option is that the value of the limit fund has been calculated correctly, but the supervisory company does not perform the service at all. So the reconstruction of the centers is not supervised and the company only signs the fictitious papers.
The third possibility, which is most likely the one closest to the truth, is this. The limit fund is calculated correctly and represents the real value of the cost, but the supervisor who pays half as a bribe to the secretary of the Ministry of Health, bribes the company that does the reconstruction to sign the papers.
In short, a chain of bribes that is fueled by public contracts. The company that won the tender for the reconstruction does the work outside the standards and with poor quality. To certify the works as if they are in order and in accordance with the tender requirements, he pays bribes to the supervisor. This is where the supervisor's earnings come out. So he is willing to pay half of the tender value for the bribe.
This is what happens massively in public contracts today. From the smallest ones to those worth tens of millions of euros. This story is made by all the big construction companies that win billion dollar public works contracts. A big chain of bribes that always ends there, in the government.
But SPAK did not investigate the case fully to fully expose the chain of corruption. Because if he investigated, he could probably find out that even the contract for the reconstruction of the health centers was won with bribes. That's why he ended the job with Joana's 330,000 lek.
And at the end there is a question? Who was the business that bribed this? How many supervision contracts has he won from the government? That the risk is that there is a criminal offense in all those contracts. SPAK is not telling us this either.
