
Although belated, the President finally seems to have done a good job.
The President of the State asks the Parliament to once again return to the debate of the SCANDAL with microcredits. Today, the Speaker of the Assembly of Albania, the Laws Committee and the Economy Committee received a good analysis on the issue of microcredits, the role of the Bank of Albania and possible solutions. In fact, this should have been done very well by the Monitoring Service in the Assembly and they should not have just brought us flowers. (I'm not dwelling on this today)
In the professional analysis of the President, the incoherence of the Bank of Albania is clear.
It is clear how the Bank of Albania licensed non-bank institutions for an activity that they had been carrying out outside the law for several years.
Article 18 of the regulation "On licensing and exercise of activity by non-bank financial entities", provides that non-bank financial entities should request permission from the Bank of Albania in advance to be able to exercise other financial activities (i.e. for the sale and purchase of loans bad). They did not do this while BSH licensed them again.
Another finding of the President is the fact that although the Bank licensed non-financial institutions to carry out the activity of purchasing bad loans, the regulations for ceiling interest rates and arrears were sanctioned too late.
Even the handling of complaints from citizens to the Bank of Albania, according to the President, have not received proper attention.
For the above and others, the President's messages are a call that the Laws Commission and the Economy Commission should return to the issue of bad loans transferred to non-bank institutions.
Despite the fact that the Assembly closed the resolution on the activity of the Bank of Albania, nothing but the will of the governing bodies of the Assembly can stop the Assembly from returning with sensitivity and responsibility to the continued pursuit of the case.
In any case, the Assembly can recommend additional recommendations to monitoring institutions for events with public sensitivity. Why not set up an Investigative Commission in the new session.
