Anyone who has worked in the Ministry of Finance understands the minister's embarrassment. He can't come out and say, "Look, there are serious structural issues that have affected the way the government uses the taxes it collects, and unfortunately, until these problems are fixed, nothing is going to be solved by bringing in more money." in the state treasury, on the contrary, it can get worse. In this case, any additional tax collected will "sleep" in the government's accounts.
