This was a typical American message, not only to Dodik, but also to his "fellow sufferers" regarding American sanctions.
The frenetic propaganda of Sali Berisha's PR brain did not spontaneously throw up the fable of "the fall of Non Grata", as if she were a leaf that falls in autumn and blooms in spring.
This communication strategy, or fable, was expected, as coby paste was used in almost the same way at the end of 2016 and almost until the middle of 2017, which was also an election year like the current year.
In 2016, after November when Donald Trump won for the first time, using Edi Rama's statement, they bombarded the public with the idea that the new president would now bury him.
But, of course, they were not careful, but as always, reckless, opening several lines of attack at once.
In addition to Edi Rama, who made it complete, they also began to strongly attack the US ambassador to Tirana, Donald Lu. Viral news began that "he was fired!". "He was called to fire him, etc., etc."
There is a well-known protocol when the American administration changes, where diplomatic headquarters undergo a stand-by, to consult with the new policies and milestones of the incoming leaders. Milestones, which are of course strategic, but also political, to adapt to domestic politics. After all, America is a country that has elections every two years, not four. In 2027 there are midterm elections for an important part of the American Congress, elections that have potential weight for the continuity of the president's mandate in relation to his decisions.
Meanwhile, as happens with all officials, at the end of the year they spend the holidays in their own country, where in addition to family celebrations, they also have meetings and celebrations with colleagues from the State Department.
January 2017, entered the DP's propaganda frenzy again like December, using the President's oath as an important propaganda ace, where the lobbying frenzy began to secure a place in the swearing-in spectacle.
As is already known, in addition to the usual Fatmir Mediu, Lulzim Basha, Ilir Meta and Petrit Vasili also participated. But not in the main theater of the ceremony, but in the square, where they were soaked by the rain even though they had bought raincoats in the stores that won peace that day.
But the only Albanian official present in the central theater of the swearing-in ceremony, and in the internal protocol areas, was the then Albanian ambassador to Washington, Floreta Luli Faber. Since the organizers of the ceremony are serious and correct in recognizing the credentials of representatives of allied, friendly, or even rival countries.
Ndërkaq, me ardhjen e shkurtit dhe marsit, fabula u çmontua dalëngadalë. Donald Lu erdhi në Tiranë, duke e shtyrë mandatin edhe një vit, ç’ka stresoi më shumë Berishën që drejtonte nga prapaskena opozitën dhe Metën që nga mazhoranca po bënte përpjekjet për të larguar Edi Ramën.
Nga stresi i vijimit të politikës ashtu siç ishte dhe rikthimi i të njëjtit ambasador, nisi lobimi frenetik me lumenj parash, për të blerë influencën në Kongres, pranë njerëzve që mund të gjenin kontakt me Donald Trump e njerëzit e tij.
Lobimi qe aq frenetik, sa siç dihet u përdorën kontrata me shuma marramendëse, çka më pas bëri që edhe PS të lobojë po zyrtarisht, për të rrëzuar narrativën që hapnin në Kongres opozita për Shqipërinë si “narkoshtet”. Nga mungesa e një rezultati në lobim, çoi më pas në aktivizimin planit kamikaz të çadrës, ku u synua të bllokoheshin institucionet, duke pamundësuar zgjedhjet dhe kreun e shtetit që i mbaronte mandate atë vit. E në krye të shtetit ishte një president i PD-së.
SHBA, domethënë administrata Trump e kundërshtoi menjëherë dhe ashpër këtë strategji, duke ju referuar edhe tensionit në rajon. Ku në Maqedoninë e Veriut ndodhi edhe më keq, ku lideri i opozitës dhe lideri i partisë Aleanca Shqiptare u masakruan keqas.
Ndërkaq, në qershor, pasi PD dhe Meta nuk pranoi të tërhiqen u soll në Tiranë një zyrtar i lartë si Hoyt Brian Yee, i cili i detyroi të tërhiqeshin. E gjitha kjo ndodhi pasi nuk donin të votohej vettingu, po kërkohej një negociatë për Reformën në Drejtësi. Gjë që administrata e Trump nuk e pranoi. E pas kësaj i bëri letrat e "Non Gratës" Berishës, duke i hequr në fillim vizën për të dhe familjen e vet.
Ndërkaq, edhe në fund të vitit të shkuar e në janar, u përdor e njëjta strategji, ku u bombardua opinioni se Trump do të përqafohet me Sali Berishën sa ta shikojë. Tezat publike ishin të bujshme: Ka rënë Non grata, thonin eksponentë të lartë të opozitës. Ndërkaq, në mediat e tyre shkruhej se Yuri Kim u shkarkua dhe po hetohej.
Fotoja e shpërndarë nga Ambasadorja Kim, në një nga mjediset e State Departamentit me Sekretarin Marco Rubio, menjëherë pas nisjes nga punë nuk ishte aspak e rastësishme. Por një sinjal i dukshëm i dhënë me viston e bosit të madh.
Ndërkaq, siç po shikojmë këto ditë, kur edhe ndihmat për USAID-in nuk u shkrinë pasi e vendosi Gjykata Supreme, Marco Rubio nga ana e tij ka mbrojtur stafin e tij në një debat të zjarrtë me Elon Musk në Shtëpinë e Bardhë, por edhe lëvizje të tjera, po përjetojmë gati njësoj 2017-n.
Kurse sinjali më i fortë ishte ai dhënë nga Sekretari Rubio ndaj Milorad Dodikut. i cili përveçse një aleat i Rusisë, është edhe i shpallur Non Grata. Madje jo nga Departamenti i Shtetit, por nga ai Thesarit, që në esencë është njësoj, por një çikë më i zbutur.
Rubio clearly attacked Dodik, calling him a “serious threat.” This was a typical American message, not only to Dodik, but of course to the region, Dodik’s allies, and likely his “co-sufferers” regarding US sanctions.
And Dodik is one of the biggest lobbyists in the US, where Serbs have long been spending money to create a corner that thinks well of them in the corridors of Washington. And they have succeeded, as in some corridors of American politics Serbia is occasionally talked about, even going so far as to say that they made a mistake by bombing it.
But in the end, the official policy, as Rubio announced today, does not change a single millimeter. Blinken even hired a lawyer for a trial in Bosnia, Rudi Giuliani, Trump's former lawyer, but he didn't drink any water. And think about how much Giuliani's daily fee was.
Here too, Sali Berisha managed to persuade an important Republican strategist, who was on Trump's large campaign team, mainly for the Latino vote, who said from the first days that he does not deal with Non Grata because he is not a lobbyist.
The propaganda, however, did not stop, and word spread that the doctor would be given a "special visa", although no one knows what it is. In the end, Berisha put the seal on it when he said that there is neither an invitation nor a visa. So in simple words, while the Bosnian Serbs have a Non Grata president, we have a candidate for prime minister who is Non Grata.
