For me, the investigation of Arben Ahmetaj is not the solution to the issue of incinerators. He may have received payments from people connected to these concessions, have undeclared assets and corruption money to answer for, but this investigation does not solve the mystery of the scheme...
The investigations of the Special Prosecutor's Office on the issue of incinerators cannot yet be said to have taken the right path and that the arrest/request for the arrest of some officials who have had weight in the country's politics is not enough.
I am not in the group of those who think that if a person was involved, but not their "head", they should be amnestied. Justice saves you as long as you show your accomplices, otherwise you have taken even 1 lek from the budget or concessionaires at the expense of citizens' money - the country is behind bars. This serves to set the precedent of the official's fear and curbs the arrogance of "untouchable" rulers in the future.
However, if we start from the legal and economic interpretation of how SPAK has worked up to now, there remain two strong challenges in the investigation of incinerators for the institution to be perceived as independent and to have the support of public opinion:
- Investigation and immediate action for the Tirana incinerator. The media has proven with documents that the owners of this concession are related to those of Fier and Elbasan: Zoto, Gugalle and Mërtir. Tirana has so far received 63 million euros from public institutions and another 40 million euros from private parties, but there is no incinerator. So, tens of millions of euros are poured every year, the contract is not implemented, crime happens and everyone is a spectator.
- Sprova e dytë është hetimi gjithëpërfshirës. A janë vetëm Ahmetaj, Bllako, Koka dhe disa zyrtarë që kanë përgjegjësi për këtë aferë? Përse hetimi është ndarë në disa procedime dhe nuk është bërë i plotë? Siç pyeti dhe vetë përpara disa kohësh ish-zv/kryeministri Ahmetaj: A mundet një ministër i vetëm të mbledhë qeverinë dhe të kalojë brenda 1 dite disa vendime për incenertorët? Kush ka qënë autoriteti kontraktor në procedurën e inceneratorit të Tiranës dhe Fierit? Përse nuk hetohen titullarët e ministrisë përgjegjëse për kontratat, zhvillimin e tenderit dhe dhënien e pagesave që vazhdojnë edhe sot kur kontrata ka shkelje? A është bashkia e Tiranës dhe ajo e Durrësit dhe Kavajës që po paguajnë sot koncesionarin duke parë që nuk ka incenerim por groposje? A e dinë sot të gjithë që dhe depozitimi po bëhet jashtë standardeve dhe po helmohemi të gjithë?
Therefore, for me, the investigation of Arben Ahmetaj is not the solution to the issue of incinerators. He may have received payments from people connected to these concessions, have undeclared assets and corruption money to answer for, but this investigation does not solve the tangle of the scheme nor does it stop our money burning there every day. It is like a building catching fire and the firemen dealing with the houses that have burned down.
