The current government increasingly resembles the governance of agricultural cooperatives during the socialist era, where only the president hired, fired, and performed nepotistic and maximally abusive party "honors."
What Rama presents as the "tragedy" of the Albanians is in fact the comedy of his government. A government that is :(l) unprofessional; (ll) completely spontaneous and (lll) deeply patronizing and wasteful.
Water utilities operate primarily with public subsidies. This requires the Water Regulatory Authority, the relevant directorate in the Ministry of Economy, and the Budget Directorate in the Ministry of Finance to conduct a "three-dimensional scanner" of every penny of subsidy requested and every penny misspent by these utilities.
Some of them have received loans on commercial terms from development banks such as the World Bank, EBRD, EIB, and others, where the Albanian state has provided sovereign guarantees for their repayment.
So, the misgovernance of these enterprises, with 30 "advisors" and thousands of patrons, will be paid for by Albanian taxpayers.
Good governance of public enterprises, which have become black holes of corruption and mismanagement, should be an annual condition of the budget discussion, accompanied by the report of the line Ministry, the report of the Ministry of Finance, and the report of the Supreme State Audit (SSA).
The IMF itself, just a few years ago, conducted an in-depth analysis of the mismanagement of public enterprises in Bosnia and Herzegovina and concluded that improving their management would grow its economy by 2 to 3% per year.
