Why the political opponent should not be declared an "ethnic enemy", and how the protests in Serbia and Albania reflect the same conflict between authoritarianism and citizens...
To my Albanian friends
Since the first day of protests in Albania - sparked by the planned sale of Sazan Island and Zvërnec Beach, as well as the construction of a luxury resort in the protected area of the Narta Lagoon by a consortium led by Trump's son-in-law, Jared Kushner - banners have appeared derogatorily calling Edi Rama "Ramović".
The implicit logic behind this delegitimization of the Albanian prime minister - who strongly defends the project as an important investment and an opportunity for Albania's development - is clear: Rama is acting so much against the interests of the Albanian state and nation, as if he were (as if he were) Serbian, not Albanian.
This designation shows us that Serbo-Albanian hostility and intolerance have reached such proportions that the ethnonym "Serb", even in a situation that has absolutely nothing to do with Serbia or Serbs, can be activated in public discourse to convey not only a negative message, but the most offensive message possible.
Calling an Albanian a "Serb" today represents the gravest insult and strips him of any Albanian, patriotic, and moral qualities.
The figure of the enemy
We have encountered the same ethno-nationalist logic for years in Serbia in the cheers of fans at sporting events and, since last year, also in the protests against Vučić and his regime, in the slogan: puši k…c Aco “šiptare” (suck k…n, Aco “shiptar”).
So, the two messages are identical in every respect, except for the derogatory ethnonym: the gravest insult to an Albanian and the strongest accusation of national treason is to call him a Serb; while for a Serb, to call him an Albanian, or worse yet, an "Shiptar".
Some critics, especially among Albanians, were quick to delegitimize the entire student and civic protest in Serbia as inherently ethno-nationalist because of these slogans. Veton Surroi, for example, wrote last summer that the movement had turned irreversibly towards nationalism.
Serbia was even preparing for a new war. Similarly, Michael Martens
in the Frankfurter Allgemeine Zeitung argues that students are adopting nationalist rhetoric, citing slogans and symbols displayed in demonstrations, while Hani Erceg concludes that the chants of "Aco the shiptar" demonstrate "a racist contempt for Kosovo Albanians."
Këto kritika, ndonëse jo pa bazë, kërkojnë një kontekstualizim më të kujdesshëm. Shumica e raportimeve dhe pamjeve tregojnë se bëhet fjalë për incidente të izoluara nga grupe të vogla, shpesh huliganë ose tifozë, jo për bërthamën e studentëve, dhe se ato nuk përfaqësojnë parimet e lëvizjes apo shumicën e pjesëmarrësve.
Thënë thjesht, masa prej qindra mijëra njerëzish nuk i brohoret këto slogane në unison, as studentët organizatorë të protestës. Siç theksoi edhe Gresa Hasa në fillim të protestave në Tiranë, “disa simbole apo flamuj nacionalistë që shihen herë pas here nuk janë përfaqësues
të protestës në tërësi. Janë raste të izoluara që nuk pasqyrojnë parimet e lëvizjes”.
Organizatorët studentë kanë bërë vazhdimisht thirrje që pjesëmarrësit të vijnë pa simbole partiake apo ideologjike. Kontrolli i turmave me dhjetëra apo qindra mijëra vetë është praktikisht i pamundur, por gjatë protestave nuk ka pasur viktima.
Incidentet që mund t’u atribuohen protestuesve - pa llogaritur provokatorë të maskuar me origjinë të paqartë, për të cilët ka dyshime të arsyeshme se janë infiltruar nga regjimi për të diskredituar protestën - kanë qenë shumë më të pakta dhe më të lehta se në protesta të mëparshme, festa tifozësh apo mitingje për Kosovën; nuk ka pasur thyerje dyqanesh apo plaçkitje.
Pas tubimeve, organizatorët dhe pjesëmarrësit pastrojnë rrugët dhe e lënë qytetin në të njëjtën gjendje siç e gjetën. Si dikush që ka shkruar dhe redaktuar disa libra mbi paraqitjen negative të shqiptarëve në kulturën serbe dhe që e ka kritikuar nacionalizmin serb për dekada, jam plotësisht i vetëdijshëm se sa negative dhe të rrezikshme janë këto dukuri.
Ndjenjat anti-shqiptare dhe anti-serbe po bëhen pjesë e folklorit të rrugës, fyerje të gatshme, rezerva simbolike që mund të aktivizohen në situata të ndryshme. Figura e armikut të lig serb/shqiptar formësohet dhe është gati për përdorim si një armë e mbushur pa siguresë.
Thelbi i protestave
Por - dhe kjo është thelbësore - ne nuk duhet t’i identifikojmë britmat më të këqija etno-nacionaliste të huliganëve me thelbin e protestave aktuale, dhe as t’i barazojmë ato me opinionin e shumicës.
Përndryshe rrezikojmë të humbasim pyllin për shkak të disa pemëve dhe të mbetemi përgjithmonë të bllokuar në grindjet etno-nacionaliste që liderët autoritarë i shfrytëzojnë, ndërsa për pushtet dhe interesa ekonomike shkatërrojnë burimet e pakta natyrore dhe ekonomike që kanë mbetur në pronësi publike.
Nëse duam të dimë se çfarë mendojnë vërtet studentët, prova më e besueshme vjen nga një sondazh sistematik i kryer nga Instituti për Filozofi dhe Teori Shoqërore (IFDT) dhe Fakulteti i Shkencave Politike (FPN), me rreth 1.000 studentë pjesëmarrës aktivë në plenumet e disa fakulteteve të Beogradit nga janari deri në maj 2025.
Its findings are clear: the vast majority embrace liberal values; the question “How important is it to you to live in a democratically governed country?” was given an average score of 8.9 out of 10. The main priorities mentioned are social justice, the rule of law, and democracy.

It is precisely in this dimension of the struggle for social and environmental justice that the deep similarity between the current protests in Serbia and Albania should be seen. It is the duty of intellectuals in the region not only to support these protests, but also to emphasize their interconnectedness and call for regional solidarity.
The Macedonian protests against Gruevski in North Macedonia showed that with persistence and a united opposition, it is possible to replace an authoritarian government. This message was echoed in Montenegro, where citizens replaced the Djukanovic regime.
These examples also encourage Serbian citizens. Likewise, the current protests in Albania are fueled by the energy of the popular revolt in Serbia. The Serbian government promised Kushner space for a luxury hotel in the center of Belgrade, in an area from which the cultural heritage status was dubiously removed.
But citizens and experts resisted; criminal cases were opened against some officials and the project was abandoned. Isn't this a more important message for Albanian citizens than offensive slogans?
Finally, an encouraging message to Albanian citizens who protect Zvërnec and the Narta Lagoon - a nature reserve that is home to hundreds of species, including flamingos, pelicans, and sea turtles.
Just a few days ago, Vučić's party placed a giant banner on the "Albanija" building in central Belgrade, preventing alpine swallows - a protected species - from entering their nests. The swift public reaction forced its removal.
“Albania” was defended, as were its birds. And perhaps this is the essential message that the Serbian protests send to their neighbors: we stood up to harmful projects, we defended the heritage and nature that belong to no nation - neither Serbs nor Albanians - but to all of us, and to the land itself.
