
The Elbasan Prosecution has requested the security measure "Arrest in prison" for Ndriçim Kroi, the prison police officer, who smuggled narcotics into the prison premises.
The prosecution has requested the same security measure for the two collaborators, detainee Gerald Stamolla and his family member Esmeralda Komici.
Ndriçim Kroi, during his off-duty hours, worked as a street vendor in the city of Elbasan, selling used phones and other valuables. At the place where he sold, he would take orders from relatives of detainees and bring them to the Elbasan prison. The amounts for the narcotics varied from 100-200 thousand old lekë.

The Prosecution Office at the First Instance Court of General Jurisdiction in Elbasan requested three security measures: 'Arrest in prison' for citizens NK, GS and EK for the criminal offenses "Production and sale of narcotics" and "Introducing or keeping prohibited items in the institution for the execution of prison decisions", provided for by articles 283/2 and 324/a/2 of the Criminal Code.
From the investigations into criminal proceedings no. 669, year 2025, which was registered and developed based on information referred by law enforcement agencies, it resulted that the prison police employee citizen NK, who serves in the internal regime at the Elbasan Penitentiary Institution, is engaged in illegal activity, specifically in the introduction of narcotics into the internal regime.
To camouflage his illegal activity, this citizen, during the hours he is not at work, is a street vendor in the city of Elbasan and sells used phones and other valuable items. At the place where he sells, he receives orders from relatives of detainees and brings them to the Elbasan Penitentiary. Following the verifications carried out, information was obtained and administered that he supplies narcotics to detainees at the Elbasan Penitentiary. Then, the sale and distribution of narcotics is carried out in the internal regime by the detainees.
The Prosecutor's Office received and administered information that citizen NK commits this illegal activity of introducing narcotics into the internal regime during the third shift and on Saturdays and Sundays when there is no administration personnel in the institution.
From the investigations and wiretaps of the Prosecutor's Office at the Court of First Instance of General Jurisdiction, Elbasan, including telephone and environmental wiretaps, observations, film documentation, simulation actions and expert acts, it resulted that in carrying out this activity he collaborates with citizen EM who pays him to introduce narcotics into the prison. The amounts vary from 100-200 thousand old lek. This citizen shows how her boyfriend, identified as GS, sells narcotics in the Elbasan Penitentiary at different prices.
Based on the circumstances set out above, the proceeding body assesses that there is a reasonable suspicion based on evidence that the persons under investigation, NK, EK, and GS, have committed the criminal offenses of "Production and sale of narcotics" and "Introducing or keeping prohibited items in the institution for the execution of prison sentences" provided for in Articles 283/2 and 324/a/2 of the Criminal Code.
The security measures were executed by the judicial police services of the General Directorate of Prisons on 22.1.2026.
31-year-old Gerald Stamolla has been arrested since 2021 on suspicion that he and his partner, citizen Evisa Mena, kept a 16-year-old girl locked in their apartment and exploited her for prostitution.
The arrest of Stamolla and his partner came after several complaints made to the police by the minor's mother.
