The Police Supervision Agency for the Elbasan-Korça Region, in cooperation with the Prosecutor's Office at the First Instance Court of General Jurisdiction of Elbasan, has executed security measures against three police officers suspected of involvement in organizing illegal gambling.
After several months of investigations, the measures "Compulsion to report to the judicial police" and "Prohibition on leaving the country" were implemented.
The convicted are: Inspector HD, former general patrol officer at the Elbasan Police Station, today in the security structures of the facility in Gjadra; Inspector GD, currently at the Kukës Police Station; and Inspector E. SH., part of the interurban traffic service at the Elbasan DVP. The investigations have revealed that they, in collaboration with citizen FD – arrested on March 23, 2025 – had made available the premises of the bars and cafes under their ownership for the development of gambling.
The file also includes the suspicion that officer E. SH. has interfered in an unauthorized manner in the electronic system "E-GJOBA", requesting data on third-party vehicles. These actions, according to the AMP, constitute serious breaches of duty and a violation of the integrity of the police system.

The Police Supervision Agency (Elbasan-Korçë Region), after a several-month investigation in cooperation with the Prosecutor's Office at the First Instance Court of General Jurisdiction of Elbasan, has executed the coercive security measures "Obligation to report to the judicial police" and "Prohibition of leaving the country", against 3 police officers, suspected of the criminal offenses "Organizing or carrying out gambling activities", committed in collaboration, "Making premises available for illegal games" and "Abuse of office", provided for by articles 197 and 25, 198 and 248 of the Criminal Code.
-Inspector HD, on duty at the time of the commission of the criminal offense, General Patrol Officer at the Elbasan Police Commissariat, currently on duty as a Facility Security and Protection Service Troop, at the Gjadër Reception and Security Unit, at the DVP-Lezha.
-Inspector GD, on duty at the time of the commission of the criminal offense, General Patrol Officer at the Elbasan Police Station, currently on duty as General Patrol Officer at the Kukës Police Station.
-Inspector E. SH., with the Interurban and Urban Traffic Service Unit at the DVP-Elbasan.
The execution of security measures became possible after the investigations conducted with special methods resulted in the police officers in cooperation with citizen FD, (arrested on 23.03.2025), having made available the bar-cafe premises owned by them with the aim of organizing illegal gambling activities. Meanwhile, the police officer E. SH., acting in a failure to properly fulfill his duty, has intervened in an unauthorized manner in the electronic fines system "E-FINE", with the aim of searching for data on funds on behalf of third parties.
