The Prosecutor's Office of Shkodra has registered criminal proceedings for the tragedy where the mother with her 3 children allegedly drowned in the river.
According to the prosecution, Alma Arrazi with her minor children went to drink coffee with her sister-in-law VP, in the "Iliria" neighborhood of Shkodër. They stayed there for about two hours and then went outside, where Alma told her sister-in-law that her brother would take her from there by taxi, as he would go to his house for a week to calm down.
Then he separated from his sister-in-law and together with the three children, he walked on the sidewalk of the road that leads to the old "Buna Bridge", in the direction of the "Church of Our Lady", Shkodër. It is suspected that the extreme act took place there.

The prosecution at the Court of First Instance of the General Jurisdiction Shkodër has registered criminal proceedings no. 511/2024, on the basis of the procedural materials forwarded by the Shkodër Police Station, referred to the commission of the criminal offense "Causing suicide", provided for by Article 99 of the Criminal Code, in charge of the EA citizen
From the data of the investigation acts up to this stage, it has emerged that on 03.05.2024, around 5:30 p.m., the citizen EA presented himself at the Shkodër Police Station, who reported the departure from the apartment of his wife AA , together with their three minor children. In connection with this fact, the statements of the persons who have knowledge of the event were received, from which it was found that on 02.05.2024, in the afternoon, the citizen AA with her minor children, went to drink coffee with her sister-in-law VP, in the "Iliria" neighborhood "Shkodra. They stayed there for about two hours and then went outside, where the AA citizen told the VP citizen that her brother would take her from there by taxi, as he would go to his house for a week to calm down. Then she was separated from her sister-in-law, where the AA citizen, together with her three children, walked on the sidewalk of the road that leads to the old "Buna Bridge", in the direction of the "Church of Our Lady", Shkodër.
Film footage taken from the bar in the "Iliria" neighborhood, Shkodër, has been administered, where the moment that the AA citizen goes out with her sister-in-law can be seen. Afterwards, the AA citizen is seen together with her 3 children, continuing the road in the direction of the "Buna Bridge", on the western side, while her sister-in-law continues on the eastern side. Exit from the bar is at 20:10 on 02.05.2024.
Subsequently, the police services issued a police search notice for citizens AA born on 15.11.1985, EA born on 20.10.2015, GA born on 17.09.2015 and AA born on 27.03.2021. It turns out that on 04:05.2024 around 22:00, the police services were notified that the lifeless body of a minor child was found on the side of the Buna River in the village of Darragjat, Administrative Unit Dajç, identified as the citizen EA of the date of birth 20.10.2015. The corpse of citizen EA was examined in the presence of the coroner, where no signs of violence were found from the external examination. It has been decided to carry out a medical-legal examination for the EA citizen, in order to determine the injuries found on the victim's body and to determine the cause of death.
On the part of the judicial police, a home inspection of EA citizens was carried out, where no illegal items were found.
Up to this stage, reasonable suspicions have been created based on evidence that the EA citizen, as a result of continuous psychological violence against his wife, manifested in the form of continuous insults and adultery, seriously affecting her dignity, has caused the suicide of citizen AA, who in a serious psychological state is suspected to have been thrown into the river together with her three minor children.
Under these conditions, the detention of the EA citizen was carried out, as a suspect for committing the criminal offense "Causing suicide" provided for by Article 99 of the Criminal Code.
The investigations are continuing with the aim of reviewing all the video footage of the cameras around the scene of the incident in order to discover the itinerary of the citizen AA and the minor children, the questioning of the persons who have knowledge of the incident and conducting other investigations with the aim of collecting necessary data related to the complete clarification of the circumstances of the criminal fact and for the individualization of criminal responsibility.
