The Special Prosecutor's Office has issued 15 arrest warrants for the affair with the Tirana incinerator.
According to the information, several subordinates of Erion Veliaj have drowned, where two of them are Taulant Tusha and Namik Simixhiu. They have been part of the Bid Evaluation Committee. Tusha is the General Director of Public Works in the Municipality of Tirana.
SPAK has also made Klodian Zoto and Mirel Mërtir responsible for this incinerator, issuing new arrest warrants for them. Also, it is learned that charges have been filed against Lefter Koka and Alqi Bllakos.
Some time ago, the Special Court at the request of SPAK signed the preventive seizure against the company "Integrated Energy BVSPV" sh.pk", which is the concessionaire company of the Tirana incinerator, as well as all the movable and immovable assets of this company. .
The decision was made on July 28, 2023 by the Special Court of First Instance for Corruption and Organized Crime.
According to SPAK, it was found that Klodian Zoto and Mirel Mërtiri are the real owners of the company "Integrated Energy BV SPV" sh.pk, which on August 31, 2017 won the concession contract "Construction of landfill, incinerator and rehabilitation of existing storage sites, Tirana at cost of the investment provided for in the concession contract in the amount of 128,248,330 Euros (one hundred and twenty-eight million, two hundred and forty-eight thousand, three hundred and thirty) without VAT.
Also according to SPAK, Zoto and Mërtiri are the "de facto" owners of its parent company, established in Holland, "Integrated Energy BV", later changed to "Geogenix BV".
"From the acts administered up to this stage of the investigation, in relation to the concession contract no. 6597 prot, dated 31.08.2017 ... it turned out that citizens Klodian Zoto and Mirel Mërtiri are the "de facto" owners of the company "Integrated Energy BV SPV" sh.pk, which won the concession contract "Construction of landfill, incinerator and rehabilitation of existing storage sites, Tirana", as well as being the "de facto" owners of its parent company, established in the Netherlands, "Integrated Energy BV", later changed to the name "Geogenix BV", SPAK informed today.
SPAK's investigations have shown that they used other persons and companies to hide their tracks as the real owners of the concession company "Integrated Energy BV SPV" sh.pk
"It has been proven that citizens Klodian Zoto and Mirel Mërtiri are the people who guided and made the decisions regarding the concession company "Integrated Energy BV SPV" sh.pk and the parent company in the Netherlands with the previous name "Integrated Energy BV", currently "Geogenix BV", which coincides from the moment of establishment of these companies and continues", it is further stated
SPAK also reveals the scheme of how Klodian Zoto and Mirel Mërtiri benefited from nearly 4 million euros, using falsified tax invoices.
"From the acts administered up to this stage of the investigation, it appears that Klodian Zoto, in cooperation with Mirel Mërtir, have benefited thanks to forged tax invoices, the monetary value of 409,428,000 (four hundred nine million four hundred and twenty eight thousand) ALL , where the citizen Klodian Zoto has appeared and declared falsified invoices for works performed through his other company "Integrated Energy Services" sh.pk, as a subcontractor of the concessionaire company "Integrated Energy BVSPV" sh.pk At the time of issuing these falsified invoices, it is proven that the "de facto" shareholders were the citizens Klodian Zoto and Mirel Mërtiri", it was stated in the announcement of SPAK.
All the movable and immovable assets of the company "Integrated Technology Services" sh.pk have been seized.
