A flash check at Peqin prison by the Operational Forces of the General Directorate of Prisons has led to the discovery of at least 4 mobile phones. Reports indicate that one of the prisoners whose mobile phone was found is Bledar Selmanaj, accused of the murder of Xhulio Bullari.
The Internal Control Service of Prisons has launched investigations to discover how mobile phones entered one of the high-security prisons, which is considered to have strict measures, where some of the most well-known names in the criminal world are serving sentences or accused of serious criminal offenses.
Selmanaj is accused of the murder of Xhuliano Bullari, who was found dead on the Vlora-Babicë road, in a Fiat Punto car. According to the expert report, the victim was shot with three bullets, one of which hit him in the head and caused his instant death.
The 25-year-old's murder is suspected to have been the result of a drug deal being disrupted. The perpetrator and the victim knew each other while they were in the same cell and then continued the drug deals outside.
On the day of the murder, they had left Tirana for Vlora for drug trafficking, and according to Bledar Selmanaj's testimony, the conflict between them started over 3 thousand euros of drugs, which Xhuliano Bullari paid for with fake euros. Selmanaj negotiated for 100 kg of hashish between his friends and his prison mate. The sale took place in Elbasan, but the victim's side paid with fake euros. This was also the moment of the rupture between the friendship that had begun in the cell.
Salmanaj was not an unknown name to the police, as he had been convicted of a series of thefts in various cities of the country, Tirana, Fier and Vlora. He sold the items he stole in stores, which is why he was convicted in 2012.
He has attempted to escape from prison twice. Once he attempted to escape from Fier prison, and was then transferred to Peqin, while earlier he had attempted to leave the hospital, where he was admitted, while under the security measure "arrest".
