Jared Kushner has confirmed an investment of 1 billion dollars in luxury villas in an unspoilt area of the Albanian coast. NGOs have denounced a change in the law on 'protected areas', allowing such developments to endanger the biodiversity of the Vjosa Delta.
Dalmatian pelicans, sea turtles, crystal water... The southern coast of Albania is one of the last unspoilt areas of the Mediterranean Sea. It is a pristine area that is attracting investors such as Jared Kushner, Ivanka Trump's husband and son-in-law of former US President Donald Trump, currently the Republican candidate for the November US presidential election.
His project was first revealed by the New York Times, and then confirmed by Kushner himself on the social media platform X. With a $1 billion investment, Kushner plans to build luxury hotels, villas and apartments in Serbia and Albania, with time yet unknown, through his company Affinity Partners.
The coast of Albania, sometimes called the "Maldives of Europe" by some tour operators, is the scene of a real tourist boom. Last year, Albania recorded the fourth highest growth in international tourist arrivals, with 56 percent more than in 2019, according to the World Tourism Organization.
The cyclic migration route of birds
The area targeted by the former White House adviser's plans is the Vjos River delta, in the south of the country, at the entrance to the Adriatic Sea. This river is considered as "the most intact large river delta in Europe", says Zhill Pinej, director of research at CNRS. "Vjosa is one of the last natural rivers of the continent," he emphasizes.
Among Kushner's plans is the construction of a luxury hotel complex by the Swiss brand "Aman Resorts" on the island of Sazan, located in the Karaburun-Sazan Marine National Park, recognized for its environmental importance and biodiversity since 2010. Next to the Zvrnec peninsula, theoretically protected as a natural asset, is once again coveted by Trump's son-in-law.
"He is an integral part of the ecosystem of Vjosa," says Gabriel Shvaderer, director of the EuroNatur organization. The Narta Lagoon, in the heart of the delta, is a key breeding and feeding ground for the most emblematic waterfowl of Southeast Europe, including the Dalmatian pelican and pink flamingos.
The lagoon is one of the most important areas on the "Adriatic migration route" that many birds use to get to North Africa. "As Europeans, is there anything we don't want to destroy?" Ulrih Ajshelman, director of the environmental organization Riverwatch, asks worriedly.

Ndryshimet në ligj
Vjosa ka qenë e lakmuar që më herët, sidomos gjatë ndërtimit të hidrocentraleve në vitin 2019. Zëra po aq të njohur si aktori amerikan Leonardo DiKaprio dhe drejtori i përgjithshëm Rajan Gellert i markës së veshjeve Patagonia, janë shprehur në favor të ruajtjes së zonës. Ky aktivizim i dha mundësi Vjosës të marrë etiketën “zonë e mbrojtur”.
Por ishte një fitore jetëshkurtër. Në shkurt të këtij viti, ligji që rregullon ndërtimin e infrastrukturës në zonat natyrore të kategorizuara si të mbrojtura, u ndryshua nga Kuvendi i Shqipërisë disa javë përpara se Kushner të prezantonte planet e tij të zhvillimit të pasurive të paluajtshme. Tani ai autorizon dhënien e lejeve të ndërtimit në zonat e mbrojtura për hotele ose resorte turistike me 5 yje ose me lart. “Pse qeveria shqiptare nxitoi kaq shumë ta ndryshonte këtë ligj”- pyert Shvaderer.
Nuk u konsultua askush
Projektligji, i paraqitur që në nëntor 2023, u shqyrtua dhe miratua me shpejtësi në shkurt 2024 nga parlament i dominuar nga Partia Socialiste. “Ligjvënësit propozuan një projektligj që u hodh për konsultim në parlament me shoqërinë civile dhe grupet e interesit. Megjithatë, në momentin e fundit, qeveria dërgoi versionin e saj të ligjit për zonat e mbrojtura dhe parlamenti e miratoi atë version. Problemi është se askush nuk u konsultua”- shprehet Gjergji Vurmo i Institutit për Demokraci dhe Ndërmjetësim, bashkautor i një raporti të vitit 2021 për korrupsionin politik në Shqipëri për “Transparency International”.
Riçard Grenëll, ish-ambasador i SHBA-së në Gjermani nën presidencën e parë Trump, dhe ish i dërguar i posaçëm për negociatat e paqes ndërmjet Serbisë dhe Kosovës gjatë viteve 2019- 2021, është shumë i lidhur me projektin e zhvillimit të hoteleve.
Ish-diplomati e ka promovuar në shumë raste turizmin në Shqipëri përmes llogarisë së tij në Instagram, sidomos në verën e vitit 2023, gjatë një pushimi të kaluar në shoqërinë e Xhared Kushner dhe Ivanka Trump, të cilët pozuan përkrah kryeministrit Edi Rama, në pushtet që nga viti 2013.

Between 2022 and 2023, the head of security for the Aman Group was Charles McGonichal, a US Federal Bureau of Investigation (FBI) counterintelligence agent who was tried and sentenced to two years and four months in prison in February this year, because he had secretly worked for the Russian oligarch Oleg Deripaska. Economic opportunity
Since June 2014, Albania is officially a candidate for membership in the European Union. "The European Commission has repeatedly expressed its concerns regarding the construction of the Vlora Airport in the Vjosë-Nartë protected area" - wrote the EU delegation in Albania in an e-mail response to Le Monde.
He further explains: "Albania, as a candidate country, must align its legislation with the environmental laws of the EU". The airport will become the largest in the country and will be located on the outskirts of the city of Vlora, two hours by car from the airport of Tirana, the capital of the country.
"In the case of this airport, the idea was also to create a precedent for construction in a protected area" - says Zydjon Vorpsi, project manager at PPNEA, an Albanian NGO for the protection of nature. "Legislation for strategic investments raises many concerns (...), as it can allow large touristic and industrial investments in protected areas" - emphasized the EU delegation in Albania.
All the more so that according to NGOs, interest has already been awakened. "Jared Kushner is a household name, so he makes more noise. But big companies have been interested in this country for years" - says Ajshelman.
Aware of the economic opportunities that tourism can represent for a country that has long remained very isolated, OQJ are championing green tourism.
