What started near a lagoon inhabited by flamingos and hundreds of protected species has turned into a direct challenge to the entire Albanian political class, the way public resources are managed, and the direction Albania is taking in the European integration process.
Now that the protest has entered its second month without interruption, it can no longer be considered a local debate over a few hundred hectares of land, but a clear indicator of the deep lack of trust among citizens in state institutions in Tirana.
The conflict has its roots in 2023, when Albania won international acclaim for declaring the Vjosa River as Europe's first National Wild River Park. The government of Prime Minister Edi Rama presented the decision as a symbol of its commitment to environmental protection.
However, in February 2024, parliament passed sweeping changes to the legislation on protected areas. Areas that previously had strict construction restrictions became accessible for tourism and infrastructure development, while also allowing for the revision of their boundaries for projects deemed to be of “strategic interest.”
For environmental organizations, this was the moment that paved the legal way for the most controversial real estate project in recent decades. Between March and June 2024, Jared Kushner, Donald Trump's son-in-law, made public plans for tourism investments worth billions of euros on the island of Sazan and the Zvërnec-Nartë region.
In June, Ivanka Trump also visited these areas. Albanian authorities presented the initiative as a historic opportunity for the country's economic development, while international media and environmental organizations warned that the construction of luxury resorts risked damaging one of Albania's most unique ecosystems.
The timing of the legal changes and the announcement of the projects raised strong suspicions in public opinion. In late 2024, the government granted “strategic investor” status to Atlantic Incubation Partners LLC, a company affiliated with Jared Kushner, for the $1.4 billion project on Sazan Island.
Documents obtained by BIRN showed that authorities were preparing to transfer more than 90 percent of the island from the Ministry of Defense to the Ministry of Economy, a particularly delicate step, as a military radar continues to operate on Sazan.

Nga njëra anë, autoritetet premtonin vende të reja pune dhe zhvillimin e një turizmi elitar; nga ana tjetër, komunitetet lokale dhe specialistët e mjedisit paralajmëronin pasoja të pakthyeshme për biodiversitetin, ndërsa denonconin mungesën e transparencës dhe konfliktet që lidhen me pronësinë.
Shkëndija që ndezi konfliktin erdhi në pranverën e këtij viti. Në fund të muajit prill, makineri të rënda dhe gardhe me tela me gjemba u shfaqën në zonat e Pishë Poros dhe Zvërnecit.
Për banorët vendas, rrethimi i plazheve që kishin përdorur prej brezash kishte një domethënie të fortë simbolike. Shteti po u dorëzonte kontrollin mbi një pasuri publike interesave private. Më 23 maj u organizua protesta e parë.
Pankartat nuk flisnin më vetëm për mbrojtjen e natyrës, por edhe për korrupsionin, oligarkinë dhe mbrojtjen e pronës publike. Më 30 maj, protestuesit u përleshën fizikisht me rojet e sigurisë së kantierit.
Pamjet e incidentit u përhapën me shpejtësi në rrjetet sociale, duke e shndërruar një konflikt lokal mjedisor në një nga temat më të debatueshme në shkallë kombëtare. Në qershor, lëvizja mbërriti në Tiranë, ku mijëra qytetarë u mblodhën çdo ditë përpara godinës së qeverisë.
Flamingoja rozë u shndërrua në simbol të rezistencës qytetare. Parullat nuk kufizoheshin më vetëm te mbrojtja e mjedisit, por u zgjeruan me thirrje si “Shqipëria nuk është në shitje” dhe “Edi Rama, jep dorëheqjen”.
Marshimet u kthyen në një aktakuzë publike kundër kapjes së institucioneve, përdorimit të strukturave të errëta të kompanive offshore dhe mungesës së transparencës. Protestat morën një karakter të qëndrueshëm dhe të vazhdueshëm.
Thirrjet si “Rama në burg” dhe “Berisha në burg’, treguan se lëvizja po refuzonte të gjithë klasën politike të periudhës pas komunizmit. Për herë të parë, një revoltë e këtyre përmasave nuk mund të përvetësohej as nga qeveria dhe as nga opozita tradicionale. Mbështetja u zgjerua edhe në diasporë, me tubime solidariteti të organizuara në Londër, Nju Jork dhe Athinë. Më 17 qershor, Parlamenti Evropian miratoi një amendament që i bënte thirrje autoriteteve shqiptare të vendosnin një moratorium mbi punimet në zonat e mbrojtura, derisa të rishikohet ligji i vitit 2024.
Ky vendim u interpretua si një sinjal i fortë ndërkombëtar që konfirmonte shqetësimet e ngritura nga qytetarët dhe organizatat mjedisore. Pavarësisht përmasave të protestave, qeveria nuk u tërhoq.
Kryeministri Edi Rama këmbënguli se projektet turistike respektonin standardet mjedisore dhe deklaroi se protestat ishin rezultat i një “lufte hibride”, të nxitur nga manipulime politike ose interesa të huaja.
He accused social media of using Kushner’s name as a “digital cyclone” to destabilize the country. In the protest camp, the discourse became increasingly harsh. The activists emphasized that they were not against the investments themselves, but against imposed decision-making and the treatment of natural heritage as a commercial commodity.
On July 1, international media officially warned that violations of environmental standards could seriously damage Albania's European integration process.
The most serious escalation occurred on July 2, when tensions escalated into violent clashes between protesters and police forces.
Police used tear gas and water cannons, while demonstrators responded with stones. Injuries and numerous arrests were reported, significantly changing the perception of the protest, which had been largely peaceful until then.
The barbed wire fence in Zvërnec remains the most symbolic image of this crisis: for the authorities, the boundary of a construction site and a security measure; for the citizens, a clear sign of the ever-deepening gap between the state and society./ Pamphlet from “Bursa.ro”
