Ulsi Manja's statement on amending the Constitution does not seem like a personal opinion, but rather the first public signal of an agreement that, according to diplomatic sources, has been discussed between Tirana, Paris and Berlin...

Edi Rama seems to have accepted the condition set by the Europeans, especially the Germans, regarding SPAK. An issue that, in all likelihood, has been the main cause of the long-standing clash between the parties.

Diplomatic sources indicate that an agreement was reached at the Élysée Palace during the meeting with Emmanuel Macron, while, according to the same sources, Chancellor Friedrich Merz was also informed in real time about the developments of the meeting.

According to this information, Edi Rama has accepted the extension of the mandate of SPAK prosecutors, even without time limits, and has agreed to allow them to run for a second term at the helm of the Special Prosecution Office.

During his recent visit to Germany, it is learned that Rama communicated this willingness to his European partners, while it is still unknown what he asked for or received in return.

The chairman of the Laws Committee, socialist MP Ulsi Manja, also publicly reinforced these voices today.

During the session where SPAK head Klodian Braho was reporting, Manja expressed what he called a "personal opinion", according to which he was in favor of changing the Constitution, which currently provides for a 9-year mandate for SPAK prosecutors.

Nine of these prosecutors end their mandate in November 2028 and are considered the most important core of the Special Prosecution Office.

Ulsi Manja's "personal opinion" seems more like a political maneuver to test the waters or send a signal to international partners.

It is hard to believe that a statement of such constitutional weight was made without the knowledge or prior consultation with Edi Rama.

Manja's statement caused an immediate reaction from two Democratic Party MPs, Oerd Bylykbashi and Gent Strazimiri, who are known as figures close to Sali Berisha.

It seems that this move was precisely intended to provoke a reaction from Berisha, who has long spoken out against extending SPAK's mandate.

Both Bylykbashi and Strazimir attempted to stop this debate from taking place.

For his part, Manja, addressing the opposition, implied that it is against any constitutional change in this regard.

A way to transfer political responsibility and present the Democratic Party as the main obstacle to reform.

A kind of "washing hands like Pontius Pilate."

Meanwhile, sources close to European circles have long hinted that, even if Sali Berisha does not give his consent, there is a possibility that the constitutional changes will be approved with the support of a group of opposition MPs.

Today's provocation, articulated through Ulsi Manja, seems to aim to test not only the opposition, but also the reaction of European partners.

A move that comes immediately after the tensions created the day before in front of Parliament.
