
The votes of emigrants will be counted by party commissioners, just as is the case with the counting of votes of Albanian voters who vote within the country.
This appears to be the pact agreed upon between Democratic and Socialist representatives, which is expected to be materialized with changes to the Electoral Code within January, thus paving the way not only for the registration process of Albanian voters living abroad, but also for covering the financial costs of postage, the deadlines for when ballots should arrive, and the vote counting process.
The process of registering immigrants has started almost a week ago, while once they are confirmed as voters, the envelopes with their votes should arrive at the CEC in the second week of April, given that the voting process is linked to the process of announcing candidates for MPs by political forces or coalitions.
And while in a draft proposed by the CEC, the External Vote Counting and Evaluation Commission and the External Vote Counting Groups will consist of members appointed by the CEC, while the two major parties, the DP and the SP, will only have observers, thus aiming for depoliticized commissions.
"The Commission for the Counting and Evaluation of External Votes shall consist of three members appointed by the CEC, no later than 20 days before the election date. The largest party of the parliamentary majority and the largest party of the parliamentary minority shall have the right to appoint one observer member each," the CEC proposal stated.
But from the negotiations held between Damian Gjiknuri (SP), Oerd Bylykbashi (PD), Ilirjan Celibashi (CEC) and Ivi Kaso, the PD representative in the CEC, it seems that the agreement is to accept the Democrats' proposal that the vote evaluation and counting commissions be composed of party commissioners.
The formalization of technical changes to the Electoral Code in the Assembly is now expected, which will apparently place the administration of elections and the vote of Albanians even more under the control of the two main parties, the SP-PD. / Pamphlet /
