
The DP Parliamentary Group has today filed an official request to declare the plenary session held today, where the political program and the composition of the Council of Ministers were approved, invalid. According to the opposition, the session was held in flagrant violation of the Constitution and the Rules of Procedure of the Assembly, excluding the opposition from speaking and closing the debate unilaterally.
The document signed by the head of the parliamentary group, Gazment Bardhi, states that Prime Minister Edi Rama avoided the constitutional obligation to present the government program and instead gave the floor to a “virtual minister” named Diella. “This was an act of cowardice, a propaganda show that violates the seriousness of a constitutional act,” Bardhi declares in the request. He adds that opposition MPs were not given the floor for a procedural matter, in violation of Article 49 of the Rules of Procedure, while the session was closed without respecting Article 110, which requires discussions on the program and the new government.
For the Democratic Party, the majority has used the Assembly as a propaganda platform, turning a constitutional process into a farce. "It was not a program presentation, but a shameful performance that shows that Rama does not have the courage to face the opposition and public opinion," the opposition's reaction reads.
This step by the DP is expected to ignite a new political and legal battle over the legitimacy of the new government. The clash is now not only about the program, but also about the way Parliament is being used, at a time when Albanian society expects transparency and real debate on the direction of the country.
The DP parliamentary group emphasizes that:
-The Prime Minister refused to present the political program in full;
-Deputies were prevented from asking questions or participating in the debate;
-The rights of speech guaranteed to every MP and parliamentary group leader were violated;
-The voting process was conducted in violation of Article 97 of the Constitution and the Rules of Procedure of the Assembly.
The DP demands: The reconvening of the plenary session, with the same agenda, but with full adherence to parliamentary procedures and the avoidance of any provocation and propaganda, respecting the rules and maintaining the institutional seriousness of the Assembly.
