The Democratic Party and the Socialist Party have followed the old approach, once again not finding consensus in the commissions of inquiry. Today, the commission for interventions in the TIMS system has closed its work and DP and SP have come out with two reports.
Although the commission was created by the DP, the socialists have come up with their own report, completely deviating from the findings. This is an old story, as in every commission of inquiry there have been two reports.
It was Salianji who first read the findings, saying that TIMS data has served criminal groups.
According to Salianji, Ervin Muça, in the position of Director of the IT Department, did not fulfill the criteria for this task.

Further in the report, it is stated that the recruitment procedures of the former director Besjon Tanuzi and the current director Enri Ndoni were fictitious and with a predetermined result. " This is evident from the fact that they applied the documents to be appointed to these positions before the creation of the vacancy, there was no announcement for the vacant position in these positions and they were the only candidacies that were submitted for approval to the General Director of State Police", said the head of the Commission, who added that the procedure followed for the appointment of the Director of Cybercrime Investigation Ervina Gjana was fictitious and with a predetermined result ", it is evident in the report.
According to the PD report, Muça and Tanuzaj, "have committed a series of legal violations, putting the security of the TIMS data system at risk."

Megjithë shkeljet flagrante të ligjit, këta punonjës janë pezulluar vetëm për një periudhë 5-ditore dhe më pas janë lejuar që të vijojnë punën normalisht, pa filluar procedura e shkarkimit nga detyra, në kushtet kur qoftë Drejtoria e Përgjithshme e Policisë së Shtetit, ashtu edhe Agjencia e Mbikëqyrjes Policore kishin konstatuar kryerjen e veprimeve a mosveprimeve në kundërshtim me ligjin, dhe duke vënë në rrezik sigurinë e një infrastrukture kritike për Policinë e Shtetit”, vijon raporti i PD.

Deputeti Toni Gogu ishte ai që e prezantoi, ku tha se vlerësohet nevoja për marrjen e masave administrative dhe ndryshimeve në legjislacionin përkatës. Nga hetimi parlamentar, komisioni arrin në konkluzionin e domosdoshmërisë për një rishikim të kuadrit ligjor.
Konkretisht në raport thuhet se nevojitet harmonizimi i ligjit Nr. 8792 datë 10.05.2001 “ Për krijimin e Qendrës së Përpunimit të të Dhënave”; ligjit Nr. 71/2016 “Për kontrollin kufitar” dhe ligjit Nr.108/2014 “Për Policinë e Shtetit”, i ndryshuar .
“Pas hetimit të plotë edhe të kryqëzuar të të gjitha provave të administruara, rezultuan qartazi problematikat në zbatimin e akteve ligjore edhe nënligjore. Nevojitet të kryhet rishikimi tërësor i veprimtarisë operative të të gjitha strukturave të policisë me sistemin TIMS në kuadër të konstatimeve të këtij raporti, të cilat duhet të adresohen sa me parë në formën e legjislacionit, i cili do t'i nënshtrohet shqyrtimit në parlament”, thuhet mes të tjerash në konkluzionet e raportit të PS.
Në vijim të konkluzioneve, raporti i PS thekson se “aktet nënligjore në fuqi për sistemin TIMS duhen rishikuar tërësisht për mbrojtjen e të dhënave për sistemin TIMS, ku të përfshihen në të gjitha nivelet kontrollet, si dhe të miratohen rregulla ku rregullohen kompetencat dhe llogaridhënie në çdo nivel”.

Salianji and other democrats proposed that both reports be unified, but this was rejected. He voted on the DP report, but it was also defeated, while the SP report was approved. Both reports will go to the plenary session, as it is expected that the report of the socialists will be approved there. Salianji said that the PD report will go to the prosecutor's office.
