The majority and the opposition will again amend the Electoral Code. Even though they trumpeted more that they introduced the vote of the diaspora, this process was described by the CEC as flawed.
The Ilirjan Celibashi Commission alerted the political parties to the risk of failure of the emigrant vote after the consultations it had with postal service operators who expressed their concern that the deadlines set in the code make it impossible for the ballots to arrive on time.
" As you know, the deadlines for the registration of electoral subjects and candidates, along with the time for the production of ballot papers, date about 10-12 days before the date of the elections. All operators, including the public one, estimate that it is impossible to send ballots abroad and return them to Albania in a shorter time than 30-45 days ", said Celibashi a while ago.
His request was supported by the majority. A few days ago, Damian Gjiknuri invited the opposition to sit down and make the required amendments so that the diaspora vote does not fail.
" This is a concern that would require changes to the Electoral Code. I think some code modification could be done just for this. I think that the opposition should also have the will to do this. It is not a political desire, but a political process ", Gjiknuri said.
But today it seems that the signal has come from Sali Berisha that even the opposition is ready to make changes to the Code again. In a visual meeting with the parliamentary group, he gave the green light to sit at the table.
" Our working group, Bylykbashi, Kaso and our representatives in the CEC have done an intensive, serious work on the guidelines for the implementation of the law that was approved. We are ready to vote for any intervention necessary to make the voting process of Albanians abroad as unimpeded, possible, transparent and unmanipulated. We must not forget that we are dealing with a fundamental right of Albanian citizens that we never avoid ", said Berisha.
The developments come at a time when the amendments to the Code have gone to the Constitutional Court and today the Assembly has asked to postpone the session scheduled for November 26.
The request for postponement was submitted by the Assembly on November 11, 2024, where not only the change of the date of the session was requested, but also more time to present the arguments of the Assembly. A day later, on November 12, the Constitutional Court examined the request and decided to accept it. The public session was postponed to December 4, while the Assembly was given a deadline to submit submissions until November 27, 2024.
The changes in the Electoral Code have been disputed by some political entities and organizations, which demand their repeal. Among the petitioners are the "Movement for National Development," the "Albania Becomes" organization, the "Nisma Thurje" party, as well as deputies Lulzim Basha, Orjola Pampuri, Merita Bakiu, Gëzim Ademaj, "New Democracy Alliance," "Democratic Movement for Change," "National Conservative Party Albania," "Albanian Democratic Christian Union," and "Albania Hour."
