Today, the Law Commission discussed the "Gambling" law, which is expected to be reinstated soon after the ban on gambling in 2018.
The discussions in the Laws Commission have focused on the measures and the severity of its content.
Part of the discussion was the former Chairman of the Laws Commission, now a member of the commission, Fatmir Xhafaj, who considered the law not too different from the 2018 law and not too harsh.
The MP of the SP asked representatives of the Directorate of Games of Chance if there is a chance that with this law the phenomenon of match-fixing will be kept under control.
"I agree here with the criteria established with the applying entities and those related to the licensing commission, the project support council, regardless of the fact that if the law remains as presented, I would prefer much stricter criteria than those that were presented here, for the entities and their administrators that there is no difference from what we have been. It needs a higher duty and higher taxes than the 15 percent that used to be imposed. I am not very supportive of this law," Xhafaj said.
Meanwhile, the director of gambling operations said that with the legalization of these companies, the rules are strict, as they risk losing contracts.
Excerpts from the committee discussion:
I want to ask a few questions before I cast my vote:
- Do you have an analysis of what happened after the ban on gambling in 2018 in the social report?
-If this is the document, is the Ministry of Social Welfare and the Ministry of Education, Sports included?
- The law in 2018 was made to prevent the social risk that was threatening Albanian families, how is this risk that once existed foreseen by this law?
- We have not closed all the gambling games, we have casinos and casino resorts, can you tell us what these are and does their establishment comply with the decision of the council of ministers and what is the benefit to the state? Have there been violations by these casinos?
- Are there practices in other countries where sports betting is managed 100 percent by the state?
The problem is that now it becomes directly interested. How many possibilities are there that this has, are there any predictions. You said that you know this risk. My question is what does this law achieve and how do we protect our sport? Even more, how do we protect our sport? - Xhafaj concluded his speech in the commission.
