Saliu "revives" Shaban Tapina

The leader of the Democratic Party, Sali Berisha, in the electoral program "Great Albania", has once again returned as a promise the completion of the legalization of illegal constructions, swearing with "my word" that this time he will close the process within two years of the first governing mandate.

Sali Berisha started this promise from the meeting in Unit No. 8 of Tirana, where he publicly signed a shadow draft decision, which he is repeating as an act in every meeting he is having with the militants, saying that he will approve it on the first day he will sit down again in the prime minister's chair.

To questions from citizens deceived during the DP's rule, as to why he did not complete the legalizations until 2013, former Prime Minister Sali Berisha responded with the justification that he had been sabotaged by municipalities and communes run by the SP and several conflicts and court processes over properties.

In fact, Sali Berisha initiated the legalization process in April 2006 with Law No. 9482, but the Legalization Agency, headed by Shaban Memia, legalized only 18% of unauthorized housing, while defrauding nearly 300,000 housing developers.

In the years 2006-2013, the "Berisha" government legalized only the apartments, villas, palaces, hotels, resorts, restaurants, cafes and warehouses that had been built by ministers, oligarchs, MPs, directors, mayors, commune heads, criminals and heads of police and justice.

Through Shaban Memija and the directors of legalism in districts and prefectures, huts, barracks, kiosks in school and hospital yards, and land and sidewalks surrounded by fences were legalized with false papers, registering them as if they were palaces, villas, and warehouses, in order for the occupiers to gain ownership of the lands.

In electoral meetings, Sali Berisha is trying to justify with lies why he did not close the legalization process within 7 years until 2013, but the truth is that he introduced the process into a delay scheme, intentionally to use it as a lure in electoral campaigns.

In order to achieve this goal, Sali Berisha amended the first law No. 9482, dated April 3, 2006, on legalizations 7 more times, and issued 13 government decisions, 6 normative acts, 21 instructions, and 10 different application forms.

With these laws, decisions, and deliberately fabricated forms, legalizations were delayed and citizens were kept wandering around offices and courts, while for family members, government officials, and members of his clan, the original law of April 2006 was applied.

Now that he is seeking to return to power, Sali Berisha has started promising legalizations again, "reviving" Shaban Tapina, who reminds us of the foolishness, corruption, deviousness, and deceit of citizens who built without permits.
