Prime Minister Edi Ram has taken measures for the management of funds coming from the EU. A little while ago, the scandal broke with the funds for agriculture, as the IPARD program has been suspended. The suspicions are that the millions that Brussels has thrown have gone into the pockets of the officials of AZHBR and the Ministry of Agriculture.
Based on this, Rama has also taken measures regarding other funds coming from the EU. It is about the IPA 3 program. After the general elections, Rama rewarded Ilir Beqaj with a post, appointing him National Coordinator of IPA. But with a decision published today in the Official Gazette, Rama has restructured this office, defining new rules regarding the management of funds that will come from Brussels. Several articles have also been introduced that deal with increased controls. It seems that Rama is taking care that Beqaj does not eat plums behind his back like Frida Krifca did.
Rama has created several bodies within the structure, which remove Beqaj's powers by not leaving the management of the funds in his hands alone. One of them is the Intermediate Body for Financial Management (ONMF).
According to the decision, the Intermediate Body for Financial Management is responsible for:
a) carrying out tendering procedures and grant awarding procedures and signing contracts and/or relevant contract addenda with the selected recipients of IPA III, in accordance with the legal framework of the European Union and the European Commission, "Practical guide on the procedures of the contract for the external action of the European Union" (PRAG) and the twinning manual (Tëinning) in force at the time of the initiation of the relevant procedure;
b) preparation in cooperation with the Managing Authority or intermediate bodies for policy management of forecasts of procurement procedures, grant awarding and other contracting procedures, contracting and financial forecasting for each IPA III program assigned to it, and transmission theirs to the ZKA within the deadlines defined in the relevant labor relations and in the procedures mentioned in Article 18 of this decision;
c) guaranteeing that the declared expenses have actually been incurred, in accordance with the applicable eligibility rules, and that the goods, services and works have been delivered in accordance with the signed contracts;
ç) kërkimin e transferimit të fondeve të alokimeve financiare të IPA-s dhe alokimeve të kontributit kombëtar të lidhur me këto fonde, nga organi i kontabilitetit, autorizimin dhe kryerjen e pagesave dhe rikuperimin e fondeve të paguara në mënyrë të parregullt nga marrësit e IPA III, etj.
Më tej thuhet se Funksionet e Shërbimit të Koordinimit Kundër Mashtrimit (AFCOS) i ngarkohen Drejtorisë së Inspektimit Financiar pranë ministrisë përgjegjëse për financat.
Në vendim kërkohet që strukturat përgjegjëse të krijojnë një sistem efektiv për parandalimin, zbulimin, korrigjimin e raportimin e parregullsive, duke përfshirë mashtrimin dhe ndërmarrin masa korrigjuese brenda fushës së përgjegjësive të tyre.
It is also emphasized that the Structures and authorities responsible for the indirect management of IPA III are subject to supervision, control and audit by the European Commission or by external auditors mandated by the European Commission, the European Anti-Fraud Office (OLAF) and the European Court of Auditors. / Pamphlet
