The President of the Republic, Bajram Begaj, organized today the first meeting of 2024, with the diplomatic corps in our country.
During his speech, Begaj focused on the achievements of the year we left behind, on Albania's regional and global challenges throughout the year 2024, while he shared with those present the vision for responsibly facing these challenges in terms of long-term and sustainable solutions. .
The Head of State called for cooperation and dialogue for peace, security and hope for a better future, calling diplomacy not an option, but a necessity.
Begaj confirmed the position that Albania will continue to have a foreign and security policy aligned with the European Union and the USA, as well as engage in strengthening multilateralism and regional cooperation.
Speech of the President of the Republic, Bajram Begaj:
Mr. Minister for Europe and Foreign Affairs, Excellencies Ambassadors, Ladies and Gentlemen,
Good evening and welcome to this first meeting of the new year! For me, this meeting is of particular importance, because it is a good opportunity to share together not only the results of the past year, but also the challenges and hopes for the year that has just begun. The challenges and hopes are both global and regional, and the more aware we are of their complexity, the more responsible we will be to find long-term and sustainable solutions. We are facing crises and threats. They are diverse in nature and often closely intertwined. These crises and threats find expression in the delay, and often in the failure of dialogue, in the attack on the democratic principles of governance and in the creation of diametrically opposed discourses and actions.
Russian aggression against a sovereign country like Ukraine continues. The Ukrainian people and government are the everyday heroes of a resistance in the name of sovereignty and human dignity. Albania supports Ukraine in its struggle for the protection of territorial integrity and sovereignty. Hamas' terrorist attack against Israel reignited the conflict, worsening the security situation in the Middle East.
We support the resolution of the conflict and the initiation of talks to find a solution with two states, in peace and in cooperation with each other. Likewise, our region has not been immune to the threat of real crises. The terrorist act of September 2023 in Banjska and other events that happened in Kosovo are signs of a fragile status quo and a situation that could bring serious consequences for the region and Europe. Fortunately, there were no escalations. The support of the EU and the international community for conducting in-depth investigations to identify and punish the instigators and perpetrators is essential. The settlement of the Kosovo-Serbia disputes is not only a political issue, but also a security issue for the region and Europe.
The situation in Bosnia-Herzegovina is delicate and requires attention, as there are still political actors who have not broken away from the conflictual past. Dramatic developments in other countries are added to these situations. Potential risks and threats related to: violent extremism, illegal immigration, economic crisis, food crisis, energy crisis, challenges of cyber attacks, control of artificial intelligence, consequences of pandemic and climate change are issues to be faced and for which commitment and solutions are needed.
Facing these challenges and threats requires us to be united in an alliance for the protection of peace and democratic values. This alliance of values should be open, not closed; inclusive, and not exclusive, where cultural, religious and ethnic diversity is considered an asset and not a deficiency.
Ladies and gentlemen, last year I had the pleasure of visiting and hosting presidents and high representatives of various countries and organizations. Each meeting had its uniqueness, but their commonality was the agreement to respect universal values.
Last year, Albania made an important contribution to the United Nations Security Council, NATO and other international institutions. We will remain engaged and dedicated in the exercise of other duties, as a member of the Human Rights Council and a member of the Executive Board of UNESCO. Albania will continue to have a foreign and security policy aligned with the European Union and the USA, as well as engage in strengthening multilateralism and regional cooperation. Albania will also continue to contribute to peace in the region and beyond, because peace is the foundation of well-being, security, sustainable development and mutual respect.
Angazhimi ynë në arenën ndërkombëtare do të vijojë paralelisht me të gjitha reformat e filluara në vend, në veçanti me reformën në drejtësi, luftën kundër korrupsionit, rritjen e transparencës dhe llogaridhënies nga institucionet publike, si dhe përpjekjet tona për drejtësi sociale. Thellimi i reformave dhe nxitja e zhvillimit social- ekonomik të vendit është para së gjithash për të mirën e qytetarëve tanë. Këto ndihmojnë gjithashtu edhe në çeljen e kapitujve për anëtarësim në Bashkimin Evropian, si dhe për të konsoliduar besimin e aleatëve dhe të miqve tme në krye Shtetet e Bashkuara të Amerikës. Gjej rastin të falënderoj SHBA-në dhe vendet e Bashkimit Europian për bashkëpunimin dhe mbështetjen në ecurinë e procesit të integrimit dhe zhvillimin e reformave të gjithanshme që kemi ndërmarrë për përshpejtimin e procesit të anëtarësimit në BE.
Ju falënderoj, shkëlqesi ambasadorë dhe përfaqësues të organizatave shumëpalëshe, për ndihmën dhe kontributin e dhënë që Shqipëria të konsolidojë demokracinë, shtetin e së drejtës dhe të përballojë sfidat ekonomike dhe sociale! Falënderim dhe mirënjohje për promovimin e Shqipërisë, vlerave të saj historike, kulturore dhe bukurive natyrore, si dhe për bashkëpunimin e frytshëm në nxitjen dhe realizimin e projekteve të përbashkëta!
Zonja e zotërinj, vitin e kaluar Shqipëria njohu zhvillime pozitive dhe të suksesshme në disa fusha, ndër të cilat mund të veçojmë turizmin, sportin dhe kulturën.
Jemi krenarë që po shpërblehet mundi dhe puna e çdo shqiptari të ndershëm, punëtor e atdhetar. Kontributi i tyre duhet të jetë frymëzues edhe për klasën politike, e cila ka mundësinë të ushtrojë dialogun politik dhe të bashkëpunojë në funksion të interesit të qytetarëve dhe interesit kombëtar.

Arritjet e vitit të shkuar do të pasurohen nga ngjarje të reja gjatë vitit 2024. Të tillë e quaj 10-vjetorin e Procesit të Berlinit, që shpresoj se do të gjejë një rajon më bashkëpunues dhe më pranë BE-së. Shpreh bindjen se edhe Bashkimi Evropian do vijojë t’i kushtojë vëmendjen e duhur e të veçantë Ballkanit Perëndimor. Është me rëndësi që rajoni të mbështetet dhe të krijohen mekanizmat që mundësojnë jo vetëm linjëzim politik, por edhe përparim ekonomik dhe lehtësira për jetën e përditshme të qytetarëve. Për shqiptarët në rajon, anëtarësimi në BE është çështje e interesit kombëtar. Faktori shqiptar ka kontribuar dhe do të vijojë të kontribuojë për paqen dhe sigurinë e rajonit. Shqipëria mbështet integritetin dhe sovranitetin e Kosovës, si dhe integrimin e saj Euro-Atlantik. E përshëndes vendimin e BE-së për liberalizimin e vizave me qytetarët e Kosovës!
For the ambassadors of countries that have not yet recognized Kosovo, I want to repeat the request to recognize the Republic of Kosovo as an irreversible reality. I take the opportunity to reiterate our support for the Kosovo-Serbia dialogue to be open and to advance, to normalize relations between the parties and lead to mutual recognition. I wish that the Belgian and Hungarian presidencies of the Council of the European Union, as well as the Maltese presidency of the OSCE, during this year, pay due attention to the Western Balkans region in function of the prevailing spirit of cooperation and dialogue.

Today the world needs more diplomacy, cooperation and dialogue. Diplomacy is not an option, it is a necessity arising from the need for a peaceful and secure world. I believe that peace, cooperation and hope for a better future should be our leitmotifs this year. With the hope that peace, security and cooperation will be the orientation of the world community in approaching new challenges, I wish you, your countries, peoples and organizations, a good and prosperous year! Let's collaborate intensively to turn challenges into real opportunities for development, well-being and solidarity. To dedicate ourselves to a future of concrete changes and hopes that become reality, as an opportunity to inspire young generations. I remain ready that this year we will continue the cooperation more intensively to promote the message of peace, solidarity and hope. Thank you!
