The fields of activity of the Ministry of Economy, Culture and Innovation are revealed...
The Ministry of Economy, Culture and Innovation fully deserves to be called a superministry. Rama brought Blendi Gonxhe into the government and decided to do an experiment, uniting 3 different dicasteries. Today the government has determined the field of activity of this ministry and Blendi Gonxhe will have access almost everywhere.
According to the government, this ministry prepares and implements government policies in the macro- and micro-economic sphere, trade and entrepreneurship for the construction of a new economic model, with the aim of guaranteeing a high and stable economic growth in Albania. Manages resources, designs and implements integrated economic policies in the primary sectors of the economy, economic-social convergence of the regions of the country, improvement of the climate and services for business and citizens.
" Guarantees the right to education and professional training, safe and decent employment; designs and implements government policies in the field of development and promotion of culture, cultural, material and spiritual heritage, increasing cultural dialogue, cultural integration in the European and world family, in accordance with the program of the government of the Republic of Albania; aims and enables the stimulation of innovative activities, which will increase economic and institutional productivity through the development of technology and efficient cooperation; identifies concepts, innovative processes and new techniques, conducts studies and comparative analyzes for policies at the regional and world level, to evaluate the data in the framework of the design or implementation of government policies, in order to design strategies that enable the discovery of new opportunities of innovation ", says the government's decision
To be more precise, related to the field of economy , the Ministry of Economy, Culture and Innovation exercises its activity in the following fields:
a) housing;
b) employment;
c) social security;
ç) education and professional training;
d) free trade agreements;
dh) promoting investments;
e) administration of state property;
ë) support of public private partnership;
f) registration and licensing of economic operators;
g) accreditation and standardization service;
gj) maintenance, calibration and inspection of measuring tools;
h) industrial ownership;
i) protection of intellectual property;
j) consumer protection;
k) economic and technological areas;
l) state aid and state guarantees.
Regarding the field of culture:
a) harton dhe bashkërendon punën për politikat në fushën e artit e të kulturës nëpërmjet edukimit të popullsisë, rijetësimit të vlerave e të trashëgimisë kulturore, nxitjes së investimeve, publike dhe private në këta sektorë, monitorimit të mënyrës së përdorimit të fondeve publike në mbështetje të zhvillimit kulturor, edukimit në kulturë, mbrojtjes së trashëgimisë kulturore, ruajtjes dhe vijimësisë së traditës së harmonisë fetare në kulturën shqiptare, si dhe të bashkëpunimit rajonal;
b) harton politikat mbrojtëse dhe promovuese për trashëgiminë kulturore, materiale ose shpirtërore, si dhe krijimin e hapësirave të nevojshme ligjore e mbështetëse për ruajtjen dhe kultivimin e kulturës së shkruar, për krijimtarinë artistike në përgjithësi, si dhe për të promovuar arritjet e kulturës shqiptare e për të rritur konkurrencën e produktit shqiptar kulturor përtej kufijve;
c) harton politika për ekzistencën e Shqipërisë, si një partner aktiv në organizatat ndërkombëtare, evropiane dhe rajonale, në fushën e artit e të kulturës dhe të trashëgimisë kulturore, nëpërmjet aderimit në institucionet përkatëse;
ç) udhëheq, programon dhe mbështet veprimtaritë kombëtare e ndërkombëtare, me qëllim identifikimin dhe zhvillimin e tendencave kulturore, artistike e letrare brenda vendit, si dhe përfshirjen e ballafaqimit të vlerave më të mira kombëtare me ato rajonale, si ato të trashëguara edhe ato bashkëkohore e krijimin e një hapësire dialogu mbarëshqiptar e të diversitetit kulturor;
d) realizon regjistrimin, mbikëqyrjen dhe monitoron respektimin e të drejtave të autorëve dhe të drejtave të tjera të lidhura me to nga subjektet, personat fizikë/juridikë, privatë a publikë, përdorues të pronësisë letrare, artistike e shkencore;
dh) zhvillon politika për nxitjen e investimeve për pasuritë kulturore, siguron mbështetje financiare nëpërmjet Fondit Kombëtar të Kujdesit për Trashëgiminë Kulturore, qendrat art e zeje në shkolla, si dhe për formimin në vazhdim për të licencuarit në pasuritë kulturore materiale.
Lidhur me fushën e inovacionit:
a) synon dhe mundëson stimulimin e aktiviteteve inovative, të cilat do rrisin produktivitetin ekonomik dhe institucional përmes zhvillimit të teknologjisë informative dhe bashkëpunimit efikas;
b) identifikon koncepte, procese novatore dhe teknika të reja, kryen studime dhe analiza krahasuese për politikat në nivel rajonal e botëror për të analizuar të dhënat në kuadër të hartimit apo zbatimit të politikave qeveritare, me qëllim zhvillimin dhe hartimin e analizave strategjike, që mundësojnë zbulimin e mundësive të reja të inovacionit;
c) orienton:
i. promovimin e inovacionit dhe të teknologjisë informative në shërbim të rritjes ekonomike dhe
zhvillimit;
ii. zhvillimin e bashkëpunimit përmes programeve të trajnimit/ konsulencës;
iii. konsolidimin e fondit për shërbimet inovative për përkrahje të sektorëve zhvillimorë të ekonomisë;
iv. krijimin e mekanizmave institucionalë koordinues ndërmjet shkencës, sektorit privat dhe politikëbërjes.
ç) in cooperation with the responsible institutions, designs, develops and monitors state policies and strategies for:
i. ensuring standards in the provision of public services;
ii. increasing the quality of services in every public sector;
iii. facilitating the provision of public services;
