
The Prime Minister of Kosovo, Albin Kurti, said that he is not the person who forms the Association, but he vowed that he will not sign any text that comes without the surrender of Milan Radoiçiçi.
"I offered to write the draft statute of the Association, but I was rejected there, as I was told that it should be done by the management team. That team wrote something that was worse than Republika Srbska in Bosnia.
The Prime Minister does not form the Association, but the municipalities. If the Association is imposed from above and from afar, it is not an Association. I offered to sign the draft statute for the Association several times, but they refused. I want to sign the basic agreement. Without submitting Radoicic and withdrawing Brnabic's letter, I don't know what draft statutes someone can write, not me, but someone else. Don't put the cart before the horse", said Kurti in a press conference.
The association, a structure envisioned in the 2013 Brussels Agreement, aims to give a certain level of autonomy to municipalities with a Serbian majority. However, Kosovo is reluctant to establish the Association under direct pressure or without guarantees for territorial integrity, insisting that this process be led from within, in accordance with the Constitution of Kosovo. Serbia, for its part, often conditions the progress in the dialogue with the establishment of this Association according to its requirements.
The main obstacle remains the disagreement over the draft statute and the method of establishment, as Kosovo requires the Association to have an administrative role without executive powers that could violate its state integrity. Attempts at compromise have been difficult, and recently the European Union has increased the pressure on both sides to implement the signed agreements. Meanwhile, tensions in the north and Serbia's continued influence on the issues of the Kosovo Serb community have worsened the climate of dialogue, making it difficult to find a solution acceptable to both sides.
