The EIU's annual livability index, published by The Economist, has assessed living conditions in 173 cities in five categories: stability, health care, culture and environment, education and infrastructure.
Vienna, with its excellent mix of stability, culture and entertainment and reliable infrastructure, tops the list for the fourth time in five years.
Copenhagen, a city of similar size in many features, is second.
Melbourne, ranked third.
