
The Albanian Football Association (AFSH) has rarely come out with a public explanation for a controversial episode on the playing field in the Albanian championship. The penalty at the end of the match between Egnatia and Elbasan, brought a lot of discussion and an official note of protest from the yellow-blue club.
Thus, the Arbitration Sector has issued an official statement explaining why the decision was made to cancel Lajthia's goal and why the penalty was not retaken.

The Arbitration Sector at the Albanian Football Association (AFHA) would like to clarify the episode of the 90+9′ minute in the match Egnatia – AF Elbasani, held on August 30, 2025, valid for the second week of the Abissnet Superiore.
According to the current wording, Rule 14 – Penalty kick:
A teammate of the player taking the penalty kick (attacker) is only penalised for an offence if:
* the foul clearly affected the goalkeeper; or
* the offending player plays the ball or challenges an opponent for the ball and then scores, attempts to score or creates a scoring opportunity.
A teammate of the goalkeeper (defender) is only penalized for a violation if:
* the offence clearly affected the kicker; or
* the offending player plays the ball or challenges an opponent for the ball and this prevents the opponents from scoring, attempting to score or creating an opportunity.
In this case, the defending player entered the penalty area before the ball was kicked, but did not prevent the goal, so it is not considered an infringement. Meanwhile, the attacking player, who also entered the penalty area before the ball was kicked, attacked it and scored a goal. Based on the above rules, the infringement caused by the attacking player causes the goal to be disallowed and play to be restarted with an indirect free kick.
Restarting the game when the offense is committed by the attacking players:
If no goal is scored and there is then an impact from the attacker, the referee restarts play with an indirect free kick.
