Manchester City have been warned to prepare for a 40-point drop, but automatic relegation to the Championship is ruled out.
The reigning English champions have at least 115 Financial Fair Play charges hanging over their heads. A hearing into alleged financial mismanagement has concluded but no decision has yet been made.
Dr Rob Wilson, a professor of economics at Sheffield Hallam University and a leading expert on football finance, said:
" I don't expect them to be relegated. I think there will be a big points deduction, I thought it would be around 50, but that was when they were top of the Premier League.
I think somewhere between 20 and 40 will probably be the number of points that could be taken away and perhaps an embargo on the summer transfer market, which could explain why the activity in the January transfer market has been so bad.
"I expect them to be punished, but it will be a win for Manchester City and it will be a win for the Premier League because it will be the biggest points deduction they have ever had, but it will not be enough to destabilise the football club ."
City, who have made history by winning four consecutive English titles, are currently in fourth place in the Premier League standings.
A huge 40-point drop would leave them with just one point and send them to the bottom of the table, 16 points away from survival with less than half the season still to be played.
