
The FIFA Disciplinary Committee has informed Luis Rubiales, the president of the Spanish Football Federation, that it is opening a disciplinary file against him for the events that took place during the Women's World Cup final on 20 August 2023.
The facts may constitute a violation of Article 13, paragraphs 1 and 2 of the FIFA Disciplinary Code. The articles consider it punishable to violate the basic rules of dignified behavior, to insult a natural or legal person in any way, especially by using gestures, signs and insulting language.
The FIFA Disciplinary Committee will provide further information on these disciplinary proceedings only after it has issued a final decision on the matter. FIFA reiterates its unwavering commitment to respect the integrity of all people and strongly condemns any behavior to the contrary.
Article 13: Offensive behavior and violation of the principles of fair play
1. Associations and clubs, as well as their players, officials and any other member and/or person performing a function on their behalf, must respect the laws of the game, as well as the FIFA statutes and FIFA regulations and directives -s , instructions, circulars and decisions, and in accordance with the principles of fair play, loyalty and integrity.
2. For example, anyone who acts in any of the following ways may be subject to disciplinary action:
a) violates the basic rules of dignified behavior;
b) offend a natural or legal person in any way, especially by using gestures, signs or offensive language;
c) use a sporting event for demonstrations of a non-sporting nature;
d) behave in a manner that involves the sport of football and/or FIFA;
e) to actively change the age of players appearing on the identity documents they produce in competitions with age limits.
