The head of the CEC, Ilirjan Celibashi, has today distributed mandates to political entities and will designate the winning candidates of the May 11 elections for the Tirana District.
The Socialist Party has secured 19 mandates, maintaining its dominant position in the capital.
Meanwhile, the opposition coalition Alliance for Greater Albania (AGA), led by the Democratic Party, has received 13 mandates.
The CEC will also decide who will take over the mandate of the Albania Becomes Initiative, after the Lapaj-Shabani war.
Dorina Prethi, legal representative of the "Shqipëria Bëhet" party, at the CEC meeting requested the transfer of the mandate to the closed list, saying that the closed list submitted its resignations before May 11. Prethi said that the resignations of the candidates on the closed list should be considered tacitly approved, since the CEC has not issued a decision within 60 days.
So according to the CEC, as the closed list resigned before May 11, the mandate should pass to Lapaj.
"It was registered with the CEC, with decision 237, as a coalition for the May 11 elections. For the purpose of this regulation, the coalition agreement is also in place, the entities have agreed on fixed lists and open competition. It won 1 mandate, on May 11, the coalition withdrew from the candidacy before the start of the new process and without the recount process for the candidates of the closed list for this district being closed. Withdrawal was carried out when the mandate does not exist, it is not a question of withdrawal from the mandate, but from the candidacy. It is final, excluding the candidate from any right to obtain a mandate. They are not competing entities. At the time of filing these requests, the CEC had 60 days to express itself according to the constitution. The CEC was obliged to respond, which it did not do. When it has exercised this obligation, if the CEC does not make a decision within the deadline, the request is considered tacitly approved. As long as the CEC has not made a decision to reject "or accepted the resignations, they are considered tacitly approved and we have requested confirmation of the tacit approval. Zeqiri repented on July 15, after this deadline. It cannot be considered. Accept the resignations of the closed list and distribute the mandate to the most voted person on the open list," she said.
The Albania Becomes Initiative has secured a seat in Parliament, but the MP who will sit in that seat has not yet been officially confirmed.
This clash came after Shabah's uncle, Zeqir Kordhoni, refused to resign from the closed list, demanding that the mandate be passed to him.
Regarding these debates within this coalition, Celibashi said:
"The two candidates on the multi-name list of the Albania Becomes Initiative, on the closed list, are no longer candidates as of May 11, but entered into force on July 10, 2025. The administrative review is closed here and will decide on this matter."
Along with the legal representative of Albania Becomes, the CEC also includes the closed list candidate Kleana Xhuveli, ranked fourth, who has revoked her resignation and requested to take the mandate.
Kleana Xhuveli is the first cousin (aunt's daughter) of Adriatik Lapaj.
Meanwhile, PSD leader Tom Doshi has decided to give up the mandates on the closed list, requesting the CEC to distribute all the mandates won from the closed lists.
