The decision of the rector of the University of Tirana to temporarily remove the elected dean is being considered a dangerous precedent for university autonomy and the personal use of academic power.
The university cannot be treated as the personal property of the rector. Much less the Faculty of Law, an institution that should produce respect for the law, procedure, and institutional standards.
Precisely for this reason, the decision of the rector of the University of Tirana, Artan Hoxha, to suspend the dean of the Faculty of Law, Dorina Hoxha, has caused shock and strong reactions in the academic environment.
The official document is dated May 20, 2026 and justifies the suspension with the fact that the dean has expressed interest in running for the High Judicial Council. The decision signed by the rector states that the suspension is made “in order to guarantee institutional impartiality and avoid conflicts of interest” during the selection procedure for members of the KLGJ and KLP. In the same decision, the rector appoints Professor Skënder Kaçupi to exercise all the functions of the dean.
But this is exactly where the problem begins.
Dorina Hoxha was not appointed by the rector. She was elected by vote of the faculty and students. The rector himself was also elected by vote. This means that the relationship between them is not one of personal subordination, but an institutional relationship determined by law and university autonomy.
For this reason, many voices at the university are considering this decision as an excess of authority and a dangerous precedent for how power can be used within academic institutions.
In university practice and in the logic of academic autonomy, the suspension of a dean cannot be treated as a routine administrative act. It must be based on strong legal and procedural grounds, not on expanded interpretations of the rector's authority.
The biggest question mark is related to the fact that running for the Supreme Court is being treated as a reason for suspension. And this immediately creates a dangerous precedent: can any university leader be suspended every time he runs for a constitutional institution?
If this logic is accepted, then university autonomy falls and the university turns into an institution that functions according to the will of a single person.
The debate is even stronger because of the timing of the decision. The suspension comes immediately after Dorina Hoxha's candidacy for the KLGJ. For this reason, the interpretation is openly circulating at the university that we are not dealing with a procedural issue, but with a movement motivated by internal tensions and a clash for control of the Faculty of Law.
At this point, the issue is no longer personal. It is no longer simply a conflict between the rector and the dean. It is a debate about the limits of power in the university.
Because if a rector can suspend a dean elected by vote, based on such interpretations, then university autonomy remains just a slogan.
The University of Tirana cannot function as an ordinary state administration, where the leader of the moment decides as he pleases. The university is an autonomous institution. And autonomy is not protected by ceremonial declarations, but by respecting the limits of power.
Precisely for this reason, Artan Hoxha's decision is not being seen just as an administrative act. It is being seen as a test for university autonomy itself in Albania.
And if this precedent passes without debate and without institutional reaction, tomorrow any university leader can use the same logic to crack down on anyone who gets out of their control./ Pamphlet

Thene keto sugjerimi im per ju eshte ti kerkoni ChatGPT tju beje nje qartesim vetem brenda pak minutave per autonomine institucionale te nje universiteti - cfare involvon, si shprehet, apo cdon te thote per raportet qeveri-universitet apo raporteve brenda strukturave te universitetit. Qe mbase heren tjeter mos kepusni kodra pas bregut.
