There is no state, police. In Tropoja, the Socialist Party supported Haklaj. But Tropoja was the stronghold of Berisha and Hajdar. They could not accept that the area was not controlled by them. According to Dervish, it is thought that the conflict between Haklaj and Azem Hajdari started here and not earlier, which culminated in the murder of the student leader in 90.
