The Minister of Health and Social Welfare, Evis Sala, held a meeting with parents of children with disabilities at the Integrated Community Services Center in Prush. During the conversation, she presented the new measures adopted by the Albanian Government to strengthen support for people with disabilities and their families.
The Minister emphasized that doubling the payment for children with disabilities, as well as recognizing contributory periods for personal assistants, are part of the commitments set out in the government program "Albania 2030", which aims to strengthen social welfare and support families.
She announced that, with Normative Act No. 2, dated 30.06.2026, the necessary funds have been made available for the implementation of these measures. Starting from 1 July 2026, the monthly payment will be doubled for about 11 thousand children with disabilities, while 14 thousand personal assistants, who care for children and adults with disabilities, will benefit from the recognition of social and health insurance contributions.
Sala highlighted that this is the first time that this support is offered equally to all personal assistants, regardless of the diagnosis or age of the person receiving care, guaranteeing more social security and equal treatment for families.
During the visit, the minister also praised the work of the Integrated Community Services Center in Prush, describing it as a model of social services provided to the community, which contribute to the inclusion, rehabilitation and development of the potential of every child.
According to the Minister, these measures are supported by the 8.9 billion lek increase in the 2026 budget for the Ministry of Health and Social Welfare, the highest budget increase in the institution's history. This funding will enable the expansion of social support schemes, the continuation of the policy of increasing salaries in the health system, as well as new investments in public services.
"Our objective is for every person with disabilities and every family to feel concrete support from the state, through policies that guarantee dignity, inclusion and equal opportunities," said Minister Sala.
