The Smart City project will cost 112 million euros. The loan financed by the Abu Dhabi Fund for Development was approved by Parliament on March 13, 2025 and has also received the consent of the President of the Republic.
The borrower will pay interest at the rate of four percent per annum. The repayment period will be 15 years, including a 3-year grace period.
The Albanian state will pay every six months starting from August 14, 2028, about 5 million dollars each year, until February 14, 2040.
There are four main pillars on which the investment of money is calculated: software licenses, hardware and infrastructure, professional services, and support and maintenance for the next 4 years.
"With the investment that has been made in technology for years, we have exceeded the necessary investment in the field of digitalization several times. The term Smart City is an illusionary term; when we imagine a Smart City, the entire city must have a smart infrastructure. Given that there are many other problems in our country, the use of this name is unrealistic for us as a community and for me as an individual, " said Edmond Licaj, IT expert.
The document explains that the project includes the provision and installation of artificial intelligence platforms for city and traffic management, in addition to an advanced control center.
It also includes the installation of speed cameras and surveillance cameras to improve road safety, the updating of existing cameras, and the installation of fiber optics for better internet connectivity.
The overall objective of the project is to increase public safety and improve the performance of Police officers, by installing electronic systems for more effective monitoring and control of the territory, as well as providing the necessary information for the prevention and/or resolution of incidents.
" The Smart System is also about reducing crime and the arrival of fire, police and ambulance assistance. We have seen that sometimes emergency assistance in accidents is not provided on time. With Smart City it is done much faster and in a much more coordinated way, " said Faik Basha, a security expert.
Another question or controversy that the project has had has been the increase in its costs, as initially it was intended to invest only 60 million dollars, but later studies yielded a figure that doubled.
The scope of Smart City's activity will not remain limited to the State Police, but it has already been confirmed that it will also have an impact on education. Intelligent cameras will also be introduced into schools, into the education system.
