
The Shkozet-Plepa overpass axis, one of the roads with the most degraded condition in the country, seems to continue to remain so for some time in the conditions when the procurement procedures related to it remain hostage to complaints.
As the Albanian Road Authority announced the winning company that will carry out the asphalt resurfacing works, the Public Procurement Commission has completed the supervision procedure for this contract.
One of the economic operators has complained about the procedure "Supervision of works Resurfacing and asphalting system Shkozet overpass Plepa" this is related to the evaluation phase.
This means that the subject no longer agreed on the way the Commission evaluated the offers from the participating companies. The review by KPP will thus require its own procedure time, further postponing the start of the contract.
A little while ago, ARRSH announced that the winner of the contract for the field works on asphalt resurfacing was AL-ASFALT with an offer of 78.8 million allek from 124 million allek which was the limit fund.
The Plepa-Shkozet road has been the object of denunciation quite a few times, both by businesses and by tour operators, who estimate that its degraded condition is disturbing and, in addition to making traffic difficult, leaves a negative impression on tourists. Asphalting, although strongly requested, seems to have been chosen to be done at the peak of the tourist season and is seen as one more obstacle for traffic on the days when it will take place.
The implementation of works on various roads in the country at the height of the summer season is a frequent practice that turns into a nightmare for tourists and traffic as a whole causing delays. The area of Durrës and Golem as well as the coastal part of Vlora have been subjected to recent years that have come as part of loans related to the improvement of infrastructure and urban integration that has been supported by the World Bank.
But while for some axes there has been improvement intervention for some others, even though they are main arteries, there has been no reaction, and one of them is the Plepa junction, the Shkozet overpass, where almost all the traffic going to the South of the country passes./Monitor
