SPAK has closed the investigations and brought to trial two judicial policemen, the head of the Sports Club of Gramsh Municipality and a citizen who had the role of a realtor.
The Special Prosecutor's Office has completed the investigations and sent 5 people for trial, including two policemen.
In the announcement of SPAK, it is learned that the head of the Sports Club of Gramsh Municipality, Lulzim Hasa, and 4 other defendants who are accused of paying bribes of 50 to 150 thousand Lek for the release of the assets seized by the Prosecutor's Office of Elbasan, have been sent for trial.
SPAK clarified the role of each of the accused in the corruption scheme. According to the Special Prosecutor's Office, Lirian Taragjini and Zenel Taragjini, in cooperation with each other, bribed Çelnik Toska and Lulzim Hasa to the judicial police officer at the Gramsh police station, the sums of 50,000 and 150,000 new lek, for the release of the seized car.
Meanwhile, the defendant Sefer Shuka in the function of Judicial Police Officer at the Elbasan Local Directorate committed the criminal offense of "Abuse of duty", as he did not receive the report and did not refer to the criminal fact denounced by the citizen Lirian Taragjini.

The Special Prosecutor's Office has conducted investigations in the framework of criminal proceedings no. 187, year 2022, for the criminal offenses "Passive corruption of judges, prosecutors and other officials of justice bodies", provided by article 319/ç of the Criminal Code, "Exercising illegal influence on persons exercising public functions". provided by article 245/1, fourth paragraph of the Criminal Code, "Abuse of duty", provided by article 248 of the Criminal Code, "Active corruption of judges, prosecutors and other officials of the justice bodies", carried out in cooperation, provided by article 319 and 25 of the Criminal Code as well as "Exercise of illegal influence on persons exercising public functions", carried out in cooperation, provided by article 245/1, second paragraph, and 25 of the Criminal Code.
At the end of the preliminary investigations, the Special Prosecutor's Office has decided to apply to the Special Court of First Instance for Corruption and Organized Crime, to send the case to trial, in charge of the defendants:
Çelnik Toska (on duty judicial police officer at the Gramsh Police Station), accused of committing the criminal offense "Passive corruption of judges, prosecutors and other officials of the justice bodies", provided for by article 319/ç of the Criminal Code;
Lulzim Hasa (acting head of the Gramsh Municipality Sports Club), accused of committing the criminal offense of "Exercising illegal influence on persons exercising public functions", provided for by Article 245/1, fourth paragraph of the Criminal Code;
Sefer Shuka (on duty judicial police officer at the Elbasan Local Police Directorate), accused of committing the criminal offense "Abuse of duty", provided for by Article 248 of the Criminal Code.
Lirian Taragjini , (self-employed), accused of committing the criminal offense of "Active corruption of judges, prosecutors and other officials of justice bodies", committed in cooperation, provided by article 319 e 25 of the Criminal Code and "Exercise of influence illegal against persons exercising public functions", carried out in cooperation, provided by article 245/1, second paragraph and 25 of the Criminal Code;
Zenel Taragjini, accused of committing the criminal offense "Active corruption of judges, prosecutors and other officials of the justice bodies", committed in cooperation provided by article 319 and 25 of the Criminal Code and "Exercising illegal influence on persons who exercise public functions", carried out in cooperation, provided by article 245/1, second paragraph and 25 of the Criminal Code.
At the end of the investigations of this criminal proceeding, it was found that the defendants Lirian Taragjini and Zenel Taragjini, in cooperation with each other, managed to give irregular benefits and exert illegal influence on the defendant Çelnik Toska (as a police officer court at the Gramsh Police Station) and to the defendant Lulzim Hasa (as an employee of the Gramsh Municipality) by giving him the sums of 50,000 and 150,000 new lek (as well as other benefits), to carry out the extraction of the seized vehicle in the capacity of material evidence from the Elbasan Judicial District Prosecutor's Office. Whereas the defendant Sefer Shuka, in the function of Judicial Police Officer at the Elbasan Local Directorate, committed the criminal offense of "Abuse of duty", provided for by Article 248 of the Criminal Code, as he did not receive the report and did not refer to the criminal fact denounced by the citizen Lirian Taragjini.
