The concert in Kashar was sold out as a magical evening, but after the lights went out, questions remained about the 4 million euros from the reserve fund, the free tickets, the protest that even entered the stadium, and Rama's contradiction from the Knesset to Kanye West.
Kanye West left Tirana on Saturday evening, after holding a concert in Kashar that may have functioned as a spectacle on stage, but outside it left behind a scandal with a public bill.
What the government tried to sell as a magical evening turned into one of the most controversial events of the summer. Public money, emergency funds, protests, anti-Semitism, international contradictions and a stadium where, in the end, the cry that Rama wanted to cover up, "Rama, resign," was heard.
Lapsi.al has summarized the five main controversies left behind by Kanye West's concert in Tirana.
1. The spectacle that collided with the protest
Kanye West's concert in Albania did not happen in a vacuum, nor in a normal political moment.
For 42 days, citizens have been protesting every evening against the Rama government. The protest began after the Zvërnec scandal, where the Jared Kushner-linked project was seen as another robbery of public assets in a protected area, but then turned into a broader movement against corruption and misgovernment with Rama's resignation as the main theme.
In this climate, Kanye West's performance in Tirana was by all means difficult to read simply as a concert. For critics, it was the old recipe of autocratic power, bread and circuses.
A big spectacle, paid for with public money, to shift attention away from the protests and show the world the image that interests the government, the crowd, the lights, the music, away from the other crowd on the Boulevard.

But the irony occurred within the spectacle itself.
In videos circulating on social media, part of the audience in the stadium began chanting: "Rama, resign."
So the call that had been heard on the streets of Tirana for 42 days also entered the event that Rama financed to cover it.
2. From a private concert to a public bill of 4 million euros
For months, the government presented the concert as a private event. The official version was that of any venture in the world of entertainment. The organizers sell tickets, take the risk, and cover the costs.
The Ministry of Culture had even publicly stated that the concert would be financed by ticket sales.
But five days before the event, everything changed.
On July 6, the government approved a Normative Act (document below) and allocated around 4 million euros from the state reserve fund to finance the concert.
Edi Rama said he was forced to intervene to avoid "embarrassing Albania," after organizers had announced the cancellation of the concert.
But this explanation did not convince anyone outside Rama's court.
Në çdo vend normal, nëse një koncert privat dështon, humbjen e mban privati. Ai ul çmimet, anulon eventin, kthen paratë e biletave dhe mbyll historinë. Në Shqipëri ndodhi e kundërta, sepse fitimi privat u mbrojt me para publike dhe risku i organizatorëve iu faturua qytetarëve shqiptarë.
3. Fondi rezervë për të shpëtuar imazhin e Ramës
Skandali nuk është vetëm shuma, por edhe burimi i parave.
Qeveria nuk mori 4 milionë euro nga një fond kulture, nga një program turizmi apo nga një linjë e parashikuar për evente. I mori nga fondi rezervë, pra nga para që duhet të jenë aty për situata të jashtëzakonshme. Për zjarre, përmbytje, apo për fatkeqësi natyrore.
Por për qeverinë Rama, emergjenca nuk ishte ndonjë zonë që digjej, ndonjë familje që kishte nevojë për ndihmë apo ndonjë spital pa ilaçe.
Ky vendim kapi vëmendjen e mediave ndërkombëtare, ku prestigjozja franceze Le Monde shkroi si më poshtë:
"Duke bërë paralelizëm me mungesën alarmante të financimit të spitaleve në këtë vend, që renditet ndër më të varfrit e Europës, shumë protestues e shohin këtë koncert dhe këtë subvencion si një simbol të ri të mënyrës se si kryeministri, në pushtet që prej vitit 2013, po përvetëson të gjitha institucionet me synimin për t'i shërbyer imazhit të tij dhe interesave nganjëherë të dyshimta."
4. Biletat falas: nga nxënësit te administrata
Pasi qeveria vendosi të hapte arkën e shtetit për koncertin, nisi edhe faza e tretë e skandalit, mbushja e stadiumit me çdo kusht.
Në rrjetet sociale nisën të qarkullonin mesazhe ku kërkohej që nxënës me rezultate të larta të përfitonin bileta falas për koncertin e Kanye West. Në disa prej tyre, mësuesve u kërkohej të propozonin emra nxënësish “me arritje të veçanta” dhe të caktohej edhe një mësues për t’i shoqëruar në koncert.
Qeveria nisi t’ua jepte biletat falas fëmijëve të shkollave, si shpërblim për rezultatet e mira.
Por historia nuk u ndal te nxënësit.
Mesazhe të tjera të publikuara treguan se bileta falas po shpërndaheshin edhe në administratë, ku punonjësve u flitej për “lotari” për të marrë pjesë në koncert.

U raportua gjithashtu për përpjekje për të përfshirë biznese dhe influencera, me qëllimin e qartë për të mbushur një stadium që rrezikonte të dukej bosh. Në këtë pikë, koncerti nuk dukej më si një event muzikor, por si një aksion shtetëror.
5. Nga Knesseti në Kashar
Vetëm pak muaj më parë, Edi Rama mbante fjalim në Knesset-in (Parlamentin) izraelit, ku fliste për historinë e shqiptarëve në mbrojtje të hebrenjve gjatë Luftës së Dytë Botërore.
Ai u duartrokit në këmbë. Benjamin Netanyahu e quajti “mik të madh të shtetit hebre”.
Disa muaj më vonë, i njëjti kryeministër vendosi të financojë me para publike Kanye West, një artist i kthyer prej kohësh në simbol polemikash për anti-semitizëm.
Kanye West has released the song "Heil Hitler," sold swastika T-shirts, and become such a problematic figure that several European countries have canceled or banned his concerts.
Here lies the next contradiction. In Israel, Rama appears as a great ally of the Jewish people. In Kashar, he finances with Albanian money the artist that Europe is rejecting precisely for anti-Semitism.

At the end of the day, Kanye West played the concert, the audience applauded, and Rama called the evening "magical." But what was left behind was a question that the temporary stadium in Kashar could not solve.
