The Court of Appeal has upheld the measure of suspension from office for Nikoll Deda, the former President of the Order of Dentists. He is accused of financial abuse of large amounts of funds, unfair dismissal of an employee and the employment of his sons' fiancees in the institution he ran.
We remind you that Deda was suspended from office by decision of the Court of Tirana. While the prosecution is investigating him for misuse of duties and abuse of funds after the denunciation of a person who was fired by Nikoll Deda without right.
He was reported by the citizen AG on January 18 of this year, for financial abuse and manipulation of the National Council's decision-making dating back to 2016.
The complainant stated that, contrary to the Court's decision, Nikolla Deda, in the capacity of the President of the Order of Dentists, continued illegally with the meeting of the National Council and the Assembly, where he made dubious decisions of a financial nature, as well as carried out employment of family members of the members of the National Council and his own family.
According to him, on 21.09.2020 it was decided to purchase a building, in accordance with the Order of the Dentist, with an area of 350 m2, in the value of 700,000 euros. As long as there is a 2020 lawsuit insurance decision, the US National Council should not make such decisions with such a high economic impact.
Also, the National Council has approved taking a loan from a bank in the amount of 250,000 euros for the purpose of "purchasing premises", for which the decision was taken by the President of the Republic of Moldova, according to the announcement of the prosecution.
The prosecution says that with his actions/inactions, Deda has created a "climate of private possession" by concentrating in his hands the functions of the regional councils, either in terms of administering the budget of the dental order at the district level, or in terms of equipment with a dental license for individual practice of the profession.
Moreover, the employment of his sons' fiancees in the Order of Dentists, or the children of members of the National Council are simply indicators of the personalization of the "Order of Dentists", creating a climate of private ownership of this public entity.
Despite the fact that he was taken as a defendant and is currently in court proceedings accused of Article 320 of the Criminal Code, in another criminal proceeding, he has taken active actions in abuse of office for further concentration of powers in his hands by using the structures of the USSH -'s.
