Arkend Balla, the MP with a salary of 30 thousand lek, who has 2.3 million euros

Tonight we will deal with the electoral phenomena. Not with the Bulgarian train, the carousel, or the patronageists. But with the phenomenal deputies, who without a single day of public engagement managed to break historical records.

We will talk about Arkend Balla, whose votes are envied by Edi Rama himself. How did an anonymous character become the star of Albanian politics? Who is behind the most voted person in the May 11 elections. We will break it all down in this show, but first let's get to know the character in question.

Arkend Balla is the candidate for deputy, the most voted ever in the Socialist Party and Albanian politics with 20 thousand 718 votes. Even in the Durrës District, he managed to challenge for popular approval, at least in the CEC tables, even Prime Minister Edi Rama himself, who 4 years ago was running in Durrës.

But who is Arkend Balla? The rising star of the Socialist Party? Since 2023, he has been a member of the Albanian Parliament, after taking over the mandate of Rrahman Rraja.

But since the oath, Arkend Balla is considered one of the dumbest deputies of Parliament, with a low performance in the 2 years of exercising his mandate. (This is covered with views from the assembly hall and the committees)

Until taking office, Arkend Balla submitted to the Assembly a CV with only one page of his education and commitments. He reached the peak of his career with the position of Specialist at the Support Services office at Aleksandër Moisiu University in Durrës, and then as head of the Public Relations branch, and within a short time also Director of the Directorate of Registrations and Information Technology. Initially with a gross salary of 60 thousand lek, and then with an increase to 78 thousand lek.

In his 2022 Asset Declaration, Arkend Balla declares modest assets in his name, an apartment worth 55 thousand euros, a car worth 5 thousand euros, and savings in an almost empty bank account, with overdraft available if needed.

Meanwhile, in 2013, an anomaly was noticed in his savings account, where the amount saved was reported to be around 230 million lekë or 2.3 million euros, and according to Arkend Balla's own declaration, these were savings from his salary. It is not known whether there is an inaccuracy in the declaration, or whether Arkend Balla became a millionaire after taking office as a member of parliament. However, even if there are errors in the reporting, it remains for the authorities to verify, as long as the declaration was made by the member of parliament himself, with a background as a teacher and a PhD candidate.

Another anomaly in Arkend Balla's asset declarations, which raises sufficient suspicions for investigation, is the declaration of his wife, Frida Dulaku-Balla. In 2021, at a time when Arkend declared a salary of 60 thousand lek, as a specialist employed at the University of Durrës, his wife Frida Balla purchased a vehicle worth 70 thousand euros.

In her 2023 asset declaration, mandatory due to her husband's status as a member of parliament, Mrs. Balla declares that 62 thousand euros were given to her as a gift for the purchase of this car.

This scheme is commonly seen among judges dismissed by Vetting or politicians, but in this case, the 62 thousand euro gift was made for a luxury car, beyond all logic for a family where the husband is paid 60 thousand lek per month, and the wife is unemployed.

Even more so when Balla's family income is insufficient, due to her deceased father and mother who works as a cleaner in a second-tier bank. / Plug-Syri
