Our country is exposed to numerous natural hazards, including those of hydrometeorological and geological origin such as earthquakes, floods and droughts.
In the world ranking, Albania ranks among the countries with high economic consequences from disasters. About 86% of the territory where approximately 88.5% of the Gross Domestic Product is generated is exposed to two or more risks.
"It is possible that 80-85% of GDP will be affected by these disasters, so the threat is that they can be affected that much. Therefore their assessment is very important. The United Nations is requesting that these issues be declared a global emergency. To announce the danger or threat from the climate or other extreme phenomena", said Dr. Xhavit Shala, expert on extreme natural phenomena and security issues.
'When talking about climate change, it is the last thing that comes to mind. As Albanians, we think today for today at most for tomorrow. But today we never think about the next 5, 15 or 20 years and this, in various projections, has made us one of the countries most exposed to the various risks of climate change", said Avdulla Diku, environmental expert.
The same phenomenon has also happened with the construction of a Hec in the area of the watershed of the Uraka River and Zalli i Melthi.

"After the construction of a HPP in the Zall-Gjoçaj national park, which is 2500 meters inside the national park in the strict part of the park, the interruption of the flow of Flim for 25 km has paralyzed all life in the area, including living things, bees, agriculture, livestock and water potable as this is a potable source. And we have our lives connected with this, with animal husbandry and beekeeping", said resident Adem Gjokola.
The company that built the hydropower plant took water from the two rivers that cross the village of Gjoçaj, leaving the residents at the mercy of fate. The only source of water is this small tap which is not enough for a family and not for the whole village.
"Here we are in the village of Gjocaj, this is the tap of the town, almost the whole town here fills with water. Both rivers have dried up and they have been used for hydropower plants. They took the Flim river in Zall-Gjocaj, they also took the Selita river that comes here on the other side and became HEC-e. It has damaged the whole village, whether for cattle or for all the things it has. Even when people didn't have water here, they went to the river and washed their clothes", said the residents of the area.
On September 10, 2020, ERE has licensed the company "SEKA HYDROPOWER", in the activity of electricity production from HECs: "Seke" and "Zais" for a term of 28 years.
What stands out is that in the past, the company "GENER 2" was also a shareholder of the company with 40% of the shares. We are talking about the same entity that built the HPP on the Valbona river in Tropoja, damaging one of the pearls of Albanian nature.
SEKA HYDROPOËER shpk is a concessionary company created by the temporary merger of the companies "GENER 2" shpk and HYDRO-PROJECT shpk for the implementation of the concessionary contract related to the Ministry of Economy, Trade and Energy in 2012.
But only one year after the conclusion of this fat contract, in 2013, by the decision of the assembly of partners of the company, the departure of the partner "GENER 2", which will transfer 40% of the shares owned by him in favor of the other partner, is approved "Hydro-Project", against no reward.
This is a questionable passage where "GENER 2" agrees to pass 40% of the quotas without any reward for an asset worth millions of euros. In this way, "HYRDO-PROJECT" shpk becomes the sole partner of the company with 100% of the shares. / TCH
